Washington borrowed $4 trillion in 2021, and national debt as a percentage of GDP is higher than at the end of World War II.  And the Biden administration is proposing spending trillions on infrastructure and families bills.  Are our politicians bankrupting America? Economists Jason Furman and Lawrence Summers argue no.  These prominent economists – Summers was Treasury Secretary under President Bill Clinton and Furman head of the Council of Economic Advisors under President Barack Obama – contend that the national debt, appropriately scaled, is not at an all-time high due to today’s historically low-interest rates. Their paper covers a lot of ground.  I will start with interest rates and borrowing.  Lower interest rates allow home buyers to get larger mortgages.  Lenders compare the monthly payment and a borrower’s income.  With lower interest rates, more of the monthly payment can go toward principal. The debt-to-GDP ratio does not consider the interest rate.  Furman and Summers argue that the interest-to-GDP ratio (preferably adjusted for inflation) is a better measure, akin to monthly mortgage payment relative to income.  The interest-to-GDP ratio is not historically high because of low-interest rates. Can interest rates possibly remain so low?  To evaluate this, remember that real interest rates (meaning adjusted for inflation) are more relevant than the official rate.  And the risk of a loan not being repaid in full, or default risk, must be priced into the real interest rate. Loans with high default risk, like payday loans, face high real interest rates. Economists refer to the risk-free real interest rate, what lenders would charge on a loan sure to be repaid.  The risk-free real interest rate has been zero, and real interest rates have been trending downward since the 1980s across all major industrial economies.  Furman and Summers argue that this must be due to fundamental economic factors. Might the Federal Reserve be keeping interest rates artificially low?  As a matter of principle, almost all economists believe that money must be “neutral” in the long run.  Neutrality means relative to production, which depends on real factors, things like labor, machines, raw materials, and technology.  Dollars are ultimately green pieces of paper that cannot magically transform into cars or houses.  Any impacts of money on production must be short-term. A thirty-year trend qualifies as the long run.  Furman and Summers observe further that long-term interest rates are not anticipating an increase.  Interest rates are market-determined prices based on the interplay of the demand for borrowing and the supply of savings.  Markets are forward-looking and smarter than any one expert. Furman and Summers believe that at current interest rates, Federal debt of 400 percent of GDP (over $80 trillion) is sustainable.   Economists who believe that markets work well, like me, must accept the market’s judgment on low risk-free interest rates.  But although Treasury securities have always been the quintessential risk-free investment, Uncle Sam may not always qualify for this interest rate. Loans are voluntary transactions between willing borrowers and willing lenders.  Lenders who think that politicians are bankrupting America can choose not to purchase Treasury securities at the risk-free rate. Furthermore, because our debt is always refinanced, investors must sell in Treasury securities to get out of the investment.  Investors must believe that Uncle Sam is a good risk and that future investors will as well.  The risk-free status of Federal debt depends on investor sentiment, not just economic fundamentals. Because markets are forward-looking, long-term interest rates on Treasury securities should start rising as soon as investors think the national debt is excessive.  Markets show no sign of this, as Furman and Summers note.  Political talk can be cheap; pundits predicting an impending Federal bankruptcy may still be invested in Treasury securities. Investors lend on favorable terms to the U.S. government because of its ability to tax us.  Despite recent record deficits, investors still think that we are good for Washington’s borrowing.  But investor sentiment can change far quicker than economic fundamentals. U.S. expels Russian diplomats, imposes sanctions for hacking

The Biden administration announced Thursday the U.S. is expelling 10 Russian diplomats and imposing sanctions against several dozen people and companies, holding the Kremlin accountable for interference in last year’s presidential election and the hacking of federal agencies. The sweeping measures are meant to punish Russia for actions that U.S. officials say cut to the core of American democracy and to deter future acts by imposing economic costs on Moscow, including by targeting its ability to borrow money. The sanctions are certain to exacerbate tensions with Russia, which promised a response, even as President Joe Biden said the administration could have taken even more punitive measures but chose not to in the interests of maintaining stability. “We cannot allow a foreign power to interfere in our democratic process with impunity,” Biden said at the White House. Sanctions against six Russian companies that support the country’s cyber efforts represent the first retaliatory measures against the Kremlin for the hack familiarly known as the SolarWinds breach, with the U.S. explicitly linking the intrusion to the SVR, a Russian intelligence agency. Though such intelligence-gathering missions are not uncommon, officials said they were determined to respond because of the operation’s broad scope and the high cost of the intrusion on private companies. The U.S. also announced sanctions on 32 individuals and entities accused of attempting to influence last year’s presidential election, including by spreading disinformation. U.S. officials alleged in a declassified report last month that Russian President Vladimir Putin authorized influence operations to help Donald Trump in his unsuccessful bid for reelection as president, though there’s no evidence Russia or anyone else changed votes or manipulated the outcome. The actions, foreshadowed by the administration for weeks, signal a harder line against Putin, whom Trump was reluctant to criticize even as his administration pursued sanctions against Moscow. They are the administration’s second major foreign policy move in two days, following the announcement of troop withdrawals from Afghanistan. Until now, Biden has largely focused on the coronavirus pandemic and economy in his first months in office. Biden said that when he advised Putin days earlier of the forthcoming measures — which included the expulsion of the 10 diplomats, some of them representatives of Russian intelligence services — he told the Russian leader “that we could have gone further but I chose not to do so. I chose to be proportionate.” “We want,” he said, “a stable, predictable relationship.” Even so, Russian officials spoke of a swift response, with Deputy Foreign Minister Sergei Ryabkov warning that “a series of retaliatory measures will come in the nearest time.” Other American measures are expected, though the administration is not likely to announce them. Officials have advised that their response to Russia would be in ways both seen and unseen. The sanctions are the latest in a series of actions that successive presidential administrations have taken to counter Russian behavior seen as antagonistic. It is unclear whether the new U.S. actions will result in changed behavior, especially since past measures — both Trump and Barack Obama expelled individual diplomats during their presidencies — have failed to bring an end to Russian hacking. But experts suggest this latest round, even while not guaranteed to curb cyberattacks, might have more resonance because of its financial impact: The order makes it more difficult for Russia to borrow money by barring U.S. banks from buying Russian bonds directly from the Russian Central Bank, Russian National Wealth Fund and Finance Ministry. It could complicate Russian efforts to raise capital and give companies pause about doing business in Russia. The impact of the sanctions and the U.S. willingness to impose costs will be weighed by Putin, though he is unlikely to make “a 180” degree pivot in his behavior, said Daniel Fried, a former assistant secretary of state for European and Eurasian Affairs. “The issue is, how can we push back against Putin’s aggression, while at the same time keeping open channels of communication and continuing to cooperate with Russia in areas of mutual interest,” Fried said. “And it seems to me the Biden administration has done a pretty good job framing up the relationship in exactly this way.” Eric Lorber, a former Treasury Department official now with the Foundation for Defense of Democracies, said the administration, is “surely trying to balance putting pressure on Russia, pushing back on Russia, while at the same time, not engaging in full-fledged economic warfare.” The White House did not impose sanctions related to separate reports that Russia encouraged the Taliban to attack U.S. and allied troops in Afghanistan, saying instead that Biden was using diplomatic, military, and intelligence channels to respond. Reports of alleged “bounties” surfaced last year, with the Trump administration drawing criticism for not raising the issue directly with Russia. Administration officials said Thursday they had only low to moderate confidence in that intelligence, in part because of the ways in which the information was obtained, including from interrogations of Afghan detainees. Among the companies sanctioned are websites U.S. officials say operate as fronts for Russian intelligence agencies and spread disinformation, including articles alleging widespread voter fraud in 2020. The individuals who were targeted include Konstantin Kilimnik, a Russian and Ukrainian political consultant who worked with former Trump campaign chairman Paul Manafort and who was indicted in special counsel Robert Mueller’s Russia investigation. The Treasury Department said Thursday that Kilimnik had provided “sensitive information on polling and campaign strategy” to Russian intelligence services. That went further than Mueller’s office, which said in 2019 that it had been unable to determine what Kilimnik had done with the polling data after getting it from the Trump campaign. Also sanctioned were the Kremlin’s first deputy chief of staff, Alexei Gromov, several individuals linked to Yevgeny Prigozhin, a businessman with close ties to Russia’s president, nicknamed “Putin’s chef” for serving Kremlin functions, and several front companies the U.S. says helped Prigozhin evade sanctions imposed earlier. Joe Biden wants infrastructure package approved over summer

President Joe Biden is aiming for summer passage of an infrastructure plan that is expected to cost more than $3 trillion, and the White House hopes to take a more deliberate and collaborative approach with the contentious Congress than it did on the COVID-19 rescue package, officials said Monday. The president will announce parts of his “Build Back Better” package Wednesday in Pittsburgh. Sweeping in scope, the ambitious plan aims to make generational investments in infrastructure, revive domestic manufacturing, combat climate change and keep the United States competitive with China, according to the officials. It could include $3 trillion in tax increases. The final price tag is in flux but was expected to be between $3 trillion and $4 trillion. One White House official said Monday night that it may end up being closer to $3 trillion. Though the White House is emphasizing the urgency, it also insists this will not be considered an emergency response like the $1.9 trillion virus relief bill that Biden signed into law over Republican objections earlier this month. The administration wants to see progress on the new legislation by Memorial Day and have it passed over the summer, White House officials said. “The president has a plan to fix our infrastructure and a plan to pay for it,” White House press secretary Jen Psaki said. “But we certainly expect to have the discussion with members of Congress, as we move forward, about areas where they agree, where they disagree, where they would like to see greater emphasis or not.” The administration is setting the political pace and tone for this next big priority in Biden’s agenda. The COVID-19 bill, though broadly popular with voters of both parties, exposed the president to criticism for going it alone with only Democratic votes. White House officials believe this time there will be far more of an opportunity to win some GOP support and plan significant outreach on Capitol Hill. As the committees in Congress begin to tackle individual provisions — including those on transportation, China, and others — the White House will encourage those efforts. Then it will work through the tax increases separately, according to officials. Administration officials are sending signals that the White House will listen to suggestions and criticism alike from both parties and that significant changes could occur during the legislative process. At the same time, congressional leaders are preparing a go-it-alone strategy, much as was done in the virus aid package, in case Congress hits a wall of GOP opposition. “If they share a goal of building our infrastructure for the future, but don’t like the way he’s going to propose to pay for it, we’re happy to look at their proposals,” Psaki said. “If they don’t want to pay for it, I guess they can propose that, too. Maybe they don’t support infrastructure spending.” Infrastructure marks the unique opportunity for Biden to succeed on an issue where both his predecessors — Barack Obama and Donald Trump — made big promises that never came to fruition. The physical infrastructure part of the package is not just about updating roads, bridges, rail, public transit, and airports. It also is expected to include broadband, electric vehicle charging stations, and investments in clean energy and domestic manufacturing, making it far more expansive than what Republicans usually discuss. Sometime in April, a second package will be unveiled that focuses on universal pre-K, paid family leave, and free community college. The multitrillion-dollar price tag means that any package will eventually need to be paired with tax hikes, drawing Republican opposition to any infrastructure plans that unwind Trump’s 2017 corporate tax rate cuts. Biden has vowed not to raise taxes on households earning less than $400,000 a year. Senate Minority Leader Mitch McConnell said Monday at a stop in his home state of Kentucky that if the Biden administration wants to do an infrastructure bill, “Let’s do an infrastructure bill. Let’s not turn it into a massive effort to raise taxes on businesses and individuals.” Beyond tax increases, the Biden administration could also attempt to free up cash by changing how Medicare can negotiate the price of pharmaceutical drugs. It could also step up IRS audits of wealthier Americans as a recent study estimated that the richest taxpayers avoid paying $175 billion annually. Initially, White House officials considered a plan that would lean more on spending, but that approach was abandoned out of fears that it could trigger a spike in interest rates, which itself could send federal debt payments skyrocketing. The choice to limit the impact on the federal deficit may help the White House counter critics who say that the nation’s spending imbalance is out of control. But paying for the proposals with new revenues would also set up the administration to have to persuade Congress to pass a package of tax increases on wealthy Americans and companies that combined would represent the largest hike in generations. Republicans are objecting to the scope of the enormous package and the potential tax increases that would be needed to pay for it. With the Senate evenly split, 50-50, Democrats could very well be once again forced to rely on their own votes for passage One key Republican, Sen. Shelley Moore Capito of West Virginia, last week warned Democrats against a go-it-alone approach as happened on the virus aid plan. “I’m very disappointed with what I’m reading because I’m envisioning that the same thing is going to happen,” Capito said. As part of the group of Republicans who met with Biden only to have their virus aid proposal rebuffed, Capito is now wary as Democrats pile other domestic priorities onto the infrastructure package. “I think we need to talk to the American people and say, ‘Is this what you envision with infrastructure? Is this, are these job creators?’” she said. Newly confirmed surgeon general to focus on COVID, opioids

The Senate confirmed a soft-spoken physician as President Joe Biden’s surgeon general Tuesday. While Dr. Vivek Murthy says ending the coronavirus pandemic is his top priority, he’s also raised concerns over a relapsing opioid overdose crisis. The vote on Murthy was 57-43, giving him bipartisan support. Biden’s coronavirus response can already count on plenty of star players, but Murthy has a particular niche. As a successful author he’s addressed issues of loneliness and isolation that have been exacerbated by the pandemic. For Murthy, this will be his second tour as America’s doctor, having previously served under former President Barack Obama. COVID-19 has taken the lives of several members of Murthy’s extended family. He told senators during his confirmation hearing that he wants to help individuals and families protect themselves by conveying “clear, science-based guidance” to the general public. Persuading Americans to keep up such protective measures as wearing masks could well be his toughest challenge. Murthy served as co-chair of the Biden transition team’s coronavirus advisory board, and is said to enjoy a close personal relationship with the president. Murthy’s family roots are in India, but as a youngster he lived in Miami. His father had a medical clinic, where both parents worked. The son spent weekends helping out and says that’s where he discovered the art of healing. “As a child, I watched them make house calls in the middle of the night and wake up early to visit patients in the hospital before heading to their office,” he told senators. “I have tried to live by the lessons they embodied: that we have an obligation to help each other whenever we can, to alleviate suffering wherever we find it, and to give back to this country that made their lives, and my life, and the lives of my children possible. ” Murthy’s style evokes the bedside manner of an empathetic physician. He “effectively conveys compassion and credibility at a time of great need for just that,” said Chris Jennings, a longtime health policy adviser to Democrats. From his previous stint as surgeon general, Murthy says he is most proud of his efforts to call attention to the opioid epidemic, the consequences of which were not fully understood at the time. After dipping slightly, opioid deaths have again risen, driven by street formulations laced with the powerful painkiller fentanyl. “We cannot neglect the other public health crises that have been exacerbated by this pandemic, particularly the opioid epidemic, mental illness and racial and geographic health inequities,” Murthy told senators. Murthy has drawn opposition from gun rights advocates because of his longstanding assessment that mass shootings amount to a public health problem. But he told senators that while he supports the government studying gun violence as a problem, “my focus is not on this issue, and if I’m confirmed it will be on COVID, on mental health and substance use disorder.” Republished with the permission of the Associated Press.

Alabama Republicans for years have opposed expanding Medicaid eligibility. Now, they may be cracking the door. Alabama Gov. Kay Ivey and legislative leaders said they are reviewing details of the nearly $2 trillion coronavirus relief package that includes new financial incentives for the states that have opted against expanding Medicaid to provide health coverage for more low-income Americans. A spokeswoman for Ivey said the governor is “open to the discussion” on expansion but that state leaders need additional information about the long-term cost projections. “Ensuring every Alabamian has access to quality health care is important to the governor and always has been a priority of hers. However, as she has made clear, the problem has always been how to pay for it. She is open to the discussion, but right now, we simply do not have all the facts,” spokeswoman Gina Maiola said. Alabama is one of 12 states that have taken no action toward expanding Medicaid eligibility under the Affordable Care Act. Previous studies have estimated that expansion would add around 300,000 people to state Medicaid rolls. Republican leaders have in the past expressed opposition to expanding Medicaid, at times citing both political opposition to the Affordable Care Act passed under former President Barack Obama and concerns about cost. Medicaid expansion under the Affordable Care Act allows people with family incomes less than 138% of the federal poverty limit— or around $17,000 for an individual and $29,000 for a family of three to qualify for Medicaid. Currently, Alabama’s Medicaid program covers very few able-bodied adults. “The bulk of the people who will gain coverage are people who are working,” said Jim Carnes, a policy analyst with Alabama Arise, an advocacy group for low-income Alabamians. Already, the federal government would pick up 90% of the cost of the expansion. A 2019 study by a University of Alabama at Birmingham projected the state’s cost would be about $250 million per year, but that the state would see a resulting boost in economic activity. The federal relief bill offers a new incentive by giving states a 5% boost to the federal match over the next two years for the people they currently cover. Democrats in the Alabama Senate have estimated that would generate an additional $900 million for the state. “I just want to say to Governor Ivey, if not now, when?” Senate Minority Leader Bobby Singleton said in the press conference. “I don’t care if we call it ObamaCare. We could call it Kay-Care. It could be Alabama Health Care. We need to expand Medicaid and the time to do it is right now,” Singleton said. Dr. Don Williamson, president of the Alabama Hospital Association, said the calculations are complex because of the intricacies of how Alabama funds Medicaid. The cost will also depend on how many people are added to the rolls. “To me, the most important thing that Medicaid expansion does is it absolutely improves health outcomes. You get earlier cancer diagnosis. You get lower infant mortality rates. You get earlier diagnosis if diabetes,” Williamson said. State Rep. Steve Clouse, the chairman of the Alabama House of Representatives general fund budget committee, said state officials are trying to gather information about the incentives and what would be the state’s share of costs in the long run. Sen. Greg Albritton, the chairman of the Senate budget committee, expressed some skepticism about the incentives. He said the incentives sound enticing but said the state has “got to have the answers” before making a commitment. “I’m not surprised this would be the same old song, the same old dance. … Buying a new car now. Nothing down, but the payment is due in two years,” Albritton said. Senate President Pro Tem Greg Reed said the analysis will continue over the coming weeks. The 12 states that have held out against the Medicaid expansion are: Alabama, Florida, Georgia, Kansas, Mississippi, North Carolina, South Carolina, South Dakota, Tennessee, Texas, Wisconsin and Wyoming. Kamala Harris, Jill Biden on the road to promote aid plan

From a vaccination site in the desert West to a grade school on the Eastern seaboard, President Joe Biden’s top messengers — his vice president and wife among them — led a cross-country effort Monday to highlight the benefits of his huge COVID relief plan. Biden, Vice President Kamala Harris, and their spouses have launched an ambitious tour this week to promote the $1.9 trillion plan as a way to battle the pandemic and boost the economy. The roadshow — dubbed the “Help is here” tour by the White House — began with Harris visiting a COVID-19 vaccination site and a culinary academy in Las Vegas and first lady Jill Biden touring a New Jersey elementary school. Biden himself heads out Tuesday. “We want to avoid a situation where people are unaware of what they’re entitled to,” Harris said at the culinary academy. “It’s not selling it; it literally is letting people know their rights. Think of it more as a public education campaign.” The White House is wasting no time promoting the relief plan, which Biden signed into law last week, looking to build momentum for the rest of his agenda and anxious to avoid the mistakes of 2009 in boosting that year’s recovery effort. Even veterans of Barack Obama’s administration acknowledge they did not do enough then to showcase their massive economic stimulus package.       Biden stayed back in Washington for a day, declaring that “hope is here in real and tangible ways.” He said the new government spending will bankroll efforts that could allow the nation to emerge from the pandemic’s twin crises, health and economic. “Shots in arms and money in pockets,” Biden said at the White House. “That’s important. The American Rescue Plan is already doing what it was designed to do: make a difference in people’s everyday lives. We’re just getting started.” Biden said that within the next 10 days, his administration will clear two important benchmarks: distributing 100 million stimulus payments and administering 100 million vaccine doses since he took office. To commemorate those milestones, Biden and his top representatives are embarking on their most ambitious travel schedule of his young presidency, visiting a series of potential election battleground states this week. The sales pitch was leaving Republicans cold. Senate GOP leader Mitch McConnell dismissed the target of doses that Biden set when he took office as “not some audacious goal” but just the pace that he inherited. And he mocked Biden’s talk of Americans working toward merely being able to gather in small groups by July 4th as “bizarre.” The Biden plan cleared Congress without any backing from Republicans, despite polling that found broad public support. Republicans argued the bill was too expensive, especially with vaccinations making progress against the virus, and included too many provisions not directly linked to the pandemic. After beginning the sales campaign with high-profile speeches, Biden will head to Pennsylvania on Tuesday and then join Harris in Georgia on Friday. Others on his team are visiting the electorally important states of Nevada, Colorado, New Mexico, and New Hampshire. The trip Monday marked Harris’ first official journey in office and included an unscheduled stop at a vegan taco stand as well as a coffee stand at the Culinary Academy Las Vegas. White House press secretary Jen Psaki said, “We want to take some time to engage directly with the American people and make sure they understand the benefits of the package and how it is going to help them get through this difficult period of time.” The White House has detailed a theme for each day, focusing on small businesses, schools, home evictions and direct checks to most Americans. Jill Biden was joined by New Jersey Gov. Phil Murphy on a tour Monday of Samuel Smith Elementary School in Burlington, where she highlighted steps the school took to reopen. But her tour revealed the challenges ahead: In one classroom she visited, only two students were in attendance for in-person learning while the other 17 were virtual. The first lady sat down at a computer to say hello to the remote learners. “I just I love being here at a school again: Educators, parents and students, the entire school has come together to bring kids back to the classroom,” she said. “But even with your best efforts, students can’t come, they can’t come in every day, which means that their parents are still having to take time off of work or figure out childcare solutions. And this school, like schools across this country, can’t fully reopen without help.” The president on Monday also announced that he had chosen Gene Sperling, a longtime Democratic economic policy expert, to oversee the massive stimulus package, the role Biden himself had played for the 2009 economic rescue package. The goal, Biden said, is to “stay on top of every dollar spent.” “I learned from my experience implementing the Recovery Act just how important it is to have someone who can manage all the moving parts with efficiency, speed and integrity, and accountability,” said the president. The plan’s key features include direct payments of $1,400 for most single taxpayers, or $2,800 for married couples filing jointly, plus $1,400 per dependent — a total of $5,600 for a married couple with two children. The payments phase out for people with higher incomes. An extension of federal unemployment benefits will continue through Sept. 6 at $300 a week. There’s $350 billion for state, local and tribal governments, $130 billion for K-12 schools, and about $50 billion to expand COVID-19 testing, among other provisions. Restaurants and bars that were forced to close or limit service can take advantage of a new multibillion-dollar grant program, and the plan also has tens of billions of dollars to help people who have fallen behind on rent and mortgage payments. Joe Biden faces pressure as U.S. sets new course on immigration

After a weeklong bus ride from Honduras, Isabel Osorio Medina arrived in northern Mexico with the hope President Joe Biden would make it easier for people like him to get into the United States. “It seems the new president wants to help migrants,” Osorio said as he got ready to check in to a cheap hotel in downtown Tijuana before heading to the U.S. “They’re saying he is going to help, but I don’t know for sure how much is true or not.” The 63-year-old is among thousands of people who have come to the U.S.-Mexico border with the hope they will be able to ask for asylum and make their way into the U.S. now that former President Donald Trump is no longer in office. While Biden has taken some major steps in his first weeks in office to reverse Trump’s hardline immigration policies, his administration hasn’t lifted some of the most significant barriers to asylum-seekers. In fact, it’s discouraging people from coming to the country, hoping to avoid what happened under both Trump and former President Barack Obama — border agents getting overwhelmed by migrants, including many Central Americans with children. “Now is not the time to come,” White House press secretary Jen Psaki said at a recent briefing, “and the vast majority of people will be turned away.” Secretary of State Antony Blinken struck a similar tone on Feb. 6 as he announced official steps to end Trump-era agreements with Honduras, El Salvador, and Guatemala that required many asylum-seekers to seek refuge in one of those countries instead of the U.S. “To be clear, these actions do not mean that the U.S. border is open,” Blinken said. “While we are committed to expanding legal pathways for protection and opportunity here and in the region, the United States is a country with borders and laws that must be enforced.” That message hasn’t reached everyone. More people have been arriving at an encampment in Matamoros, Mexico, a dangerous city just south of the Texas border where hundreds of asylum-seekers have been waiting under Trump’s “Remain in Mexico” program. It’s possible even more may come after the Biden administration announced Friday that it would slowly allow an estimated 25,000 people to enter the U.S. as their cases are reviewed. The first wave is expected Feb. 19. Walter Valenzuela, a 37-year-old Honduran, said he had been waiting in Tijuana, across the border from San Diego, for months for a chance to either seek asylum or risk an illegal crossing. For years, asylum-seekers who met the initial threshold of demonstrating a “credible fear” of persecution in their homeland could generally stay in the U.S. until an immigration judge decided whether they qualified for permanent residency, which can take years. Trump administration officials believed many asylum claims were fraudulent or lacked merit, submitted by people simply looking to remain in the U.S. But the issue is murky as tens of thousands flee violent gangs, natural disasters, and political upheaval. The Biden administration has signed several executive orders on immigration, including allowing in more refugees and establishing a task force to find the parents of about 600 children who were separated under Trump and still haven’t been reunited. But it hasn’t ended a public health order Trump issued at the start of the coronavirus pandemic that allows U.S. Customs and Border Protection to immediately expel nearly everyone, including asylum-seekers. Psaki said the government is still working to develop a “humane, comprehensive process” to evaluate people coming to the U.S. “Asylum processes at the border will not occur immediately,” she said. “It will take time to implement.” Alan Bersin, who held top positions dealing with border security during the Clinton and Obama administrations, warned that Biden is headed for a crisis if he releases all asylum-seekers into the United States. Authorities fear that as word spreads of those releases, more people will come. And asylum is not the only immigration issue creating headwinds for Biden’s administration. Texas and Arizona have both sued to stop Biden’s 100-day deportation moratorium, which a judge temporarily put on hold. Immigration and Customs and Enforcement officers are complaining about proposed rules to focus on detaining and removing people in the country illegally who pose national security threats or have been convicted of more serious crimes. Jon Feere, a senior adviser to ICE under Trump, said such moves are part of a larger pattern that the Biden administration will come to regret. “When you send the message that you are not serious about immigration enforcement, you can’t act surprised when you see a massive influx of people that you have to manage,” he said. She offered a mixture of backpedaling and finger-pointing as she wore a dark mask emblazoned with the words “FREE SPEECH.” The chamber’s near party-line 230-199 vote was the latest instance of conspiracy theories becoming pitched political battlefields, an increasingly familiar occurrence during Donald Trump’s presidency. Last week, Pelosi pressed for House Republicans to take action against Greene. “Assigning her to the education committee, when she has mocked the killing of little children” in Newtown, “what could they be thinking, or is thinking too generous a word for what they might be doing?” Pelosi said of Republican leaders. “It’s absolutely appalling.” McCarthy is supposed to meet privately with Greene this week. GOP lawmakers urge Joe Biden to meet with them on virus relief

Ten Republican senators on Sunday proposed spending about one-third of what President Joe Biden is seeking in coronavirus aid and urged him to negotiate rather than try to ram through his $1.9 trillion package solely on Democratic votes. In challenging Biden to fulfill his pledge of unity, the group said in a letter that their counterproposal will include $160 billion for vaccines, testing, treatment, and personal protective equipment and will call for more targeted relief than Biden’s plan to issue $1,400 stimulus checks for most Americans. Winning the support of 10 Republicans would be significant for Biden in the 50-50 Senate where Vice President Kamala Harris is the tie-breaker. If all Democrats were to back an eventual compromise bill, the legislation would reach the 60-vote threshold necessary to overcome potential blocking efforts and pass under regular Senate procedures. “In the spirit of bipartisanship and unity, we have developed a COVID-19 relief framework that builds on prior COVID assistance laws, all of which passed with bipartisan support,” the Republican senators wrote. “Our proposal reflects many of your stated priorities, and with your support, we believe that this plan could be approved quickly by Congress with bipartisan support.” The plea for Biden to give bipartisan negotiations more time comes as the president has shown signs of impatience as the more liberal wing of his party considers passing the relief package through a process known as budget reconciliation. That would allow the bill to advance with only the backing of his Democratic majority. The Republicans did not provide many details of their proposal. One of the signatories, Louisiana Sen. Bill Cassidy, said that it would cost about $600 billion. “If you can’t find bipartisan compromise on COVID-19, I don’t know where you can find it,” said Ohio Sen.
