When President Donald Trump and North Korean leader Kim Jong Un first met in Singapore last year, there was pomp, there was circumstance, but there wasn’t much substance. Before they meet again in Vietnam on Feb. 27-28, there’s growing pressure that they forge a deal that puts them closer to ending the North Korean nuclear weapons threat. But what could that look like? Kim may be willing to dismantle his main nuclear complex. The U.S. may be willing to cough up concessions, maybe remove some sanctions. The question, however, is whether what’s on offer will be enough for the other side. Here’s a look at what each side could be looking for as Trump and Kim try to settle a problem that has bedeviled generations of policymakers. ___ DESTROYING A NUKE COMPLEX The North’s Yongbyon (sometimes spelled Nyongbyon) nuclear complex, located about 100 kilometers (60 miles) north of Pyongyang, has facilities that produce both plutonium and uranium, two key ingredients in nuclear weapons. North Korea’s state media have called the complex of a reported 390 buildings “the heart of our nuclear program.” After a September meeting with Kim, South Korean President Moon Jae-in told reporters that Kim promised to dismantle the complex if the United States takes unspecified corresponding steps. Stephen Biegun, the U.S. special representative for North Korea, recently said that Kim also committed to the dismantlement and destruction of North Korea’s plutonium and uranium enrichment facilities when he met visiting Secretary of State Mike Pompeo last October. Since fresh diplomatic efforts began last year, the North has suspended nuclear and missile tests and dismantled its nuclear testing site and parts of its long-range rocket launch facility. But destroying the Yonbgyon complex would be Kim’s biggest disarmament step yet and would signal his resolve to move forward in negotiations with Trump. There is worry among some, however, that the complex’s destruction won’t completely dispel widespread skepticism about North Korea denuclearization commitments. It would still have an estimated arsenal of as many as 70 nuclear weapons and more than 1,000 ballistic missiles. North Korea is also believed to be running multiple undisclosed uranium-enrichment facilities. “We could call (Yongbyon’s destruction) a half-deal or a small-deal,” said Nam Sung-wook, a professor at Korea University and a former president of the Institute for National Security Strategy, a think tank affiliated with South Korea’s main spy agency. “It’s really an incomplete denuclearization step” that matches past tactics meant to slow disarmament steps so it can win a series of concessions. ___ U.S. REWARDS To get the North to commit to destroying the Yongbyon complex, some experts say Trump needs to make important concessions. Those would likely need to include jointly declaring an end of the 1950-53 Korean War, opening a liaison office in Pyongyang, allowing North Korea to restart some economic projects with South Korea and possibly easing some sanctions on the North. Kim may most want sanctions relief to revive his country’s dilapidated economy and bolster his family’s dynastic rule. “For North Korea, abandoning the Yongbyon complex is a fairly big (negotiating) card … so the North will likely try to win some economic benefits,” said Chon Hyun-joon, president of the Institute of Northeast Asia Peace Cooperation Studies in South Korea. At the Singapore summit, Kim and Trump agreed to establish new relations between their countries and build a lasting peace on the Korean Peninsula. But they didn’t elaborate on how to pursue those goals. North Korea has since complained about the lack of action by the United States, saying it already took disarmament steps, and returned American detainees and the remains of American war dead. The U.S. for its part suspended some of its military drills with South Korea, a concession to North Korea, which calls the exercises dress rehearsal for invasion. Kim and Moon agreed at the first of their three summits in 2018 to settle an end-of-war declaration. Moon said last month it could ease mutual hostility between Washington and Pyongyang, and accelerate North Korea’s denuclearization. But some worry that a declaration ending the Korean War, which was stopped by an armistice and has yet to be replaced with a peace treaty, might provide North Korea with a stronger basis to call for the withdrawal of 28,500 U.S. troops in South Korea. In his New Year’s address, Kim also said he was ready to resume operations at a jointly run factory park in the North Korean border town of Kaesong and restart South Korean tours to the North’s Diamond Mountain resort. Those are two of the now-dormant inter-Korean projects that supplied badly needed foreign currency for the impoverished North. ___ A BREAKTHROUGH? To make the Vietnam summit a blockbuster, Trump will likely need more than Yongbyon. A bigger deal would see a detailed accounting of North Korea’s nuclear assets, and possibly shipping some North Korean nuclear bombs or long-range missiles out of the country for disabling. That would be costly. North Korea would likely demand a drastic easing of sanctions and a resumption of exports of coal and other mineral resources. A North Korean declaration of its nuclear program would provide invaluable information, if verified by U.S. intelligence, to Washington and others. It would offer looks at hidden nuclear fuel facilities and missile deployments, which is why Pyongyang has been reluctant to provide it. According to South Korean and other assessments, Yongbyon alone is estimated to have 50 kilograms (110 pounds) of weaponized plutonium, enough for six to 10 bombs, and a highly enriched uranium inventory of 250 to 500 kilograms (550 to 1,100 pounds), sufficient for 25 to 30 nuclear devices. Undisclosed uranium enrichment facilities would up the stockpile. Because of the difficulty involved, Trump may want to focus on the North’s long-range missiles, which could, when perfected, pose a direct threat to the U.S. mainland. He was the 217th person to die under the state’s death penalty – the 64th execution since a moratorium on executions in Alabama was lifted in 1983. Dominique Ray’s execution is troubling. Not because there was any question about his guilt. Debates about the moral failings of the death penalty aside, there was no reason why Ray should not see the sentence imposed on him for the murder of 15-year-old Tiffany Harville almost 25 years ago carried out at long last. What’s troubling about Ray’s execution is the constitutional question it raises. Ray, who embraced Islam while incarcerated, wanted an imam present with him in the death chamber. Prison officials refused, saying they could provide a Christian prison chaplain. Ray’s attorneys sued, and a stay of execution was issued to sort it all out. Prison officials argue that only corrections system employees are allowed in the execution chamber as a matter of security, which is reasonable. In an earlier editorial, we suggested the prison system work to create a pool of spiritual leaders from other faiths, and vet them accordingly. That seems reasonable as well. However, Ray’s position was that he was receiving unequal treatment because he, a Muslim, did not have the same opportunity in the execution chamber as a Christian prisoner would. And he’s right – the constitutional religious protections suggest that a condemned inmate of any stripe should have the same access to a representative of their chosen faith. Those are simple definitions for a wonderful word, which is just the opposite of innuendo and gossip. I prefer to deal in tangibles, but sometimes let tradition and “it has always been that way” overcome my thought process. A good example is the Russian/United States Strategic Arms Limitation Talks signed in 1972. The agreement was intended to restrain the arms race in strategic ballistic missiles armed with nuclear weapons. SALT I was followed by SALT II, which basically never took effect. Both sides have indicated nullification of the first accord. At first blush, I thought the consequences of calling a halt to the treaty could be disastrous for the populations of the U.S. and Russia. However, I came to the conclusion that the U.S. cancelling the treaty is essential to maintaining substantial military superiority over not only Russia, but our No. 1 adversary, China. While we have been limited in developing and modernizing the U.S. military by the SALT agreement with Russia, the Chinese government has been modernizing and expanding its military exponentially. The SALT agreement was an excellent deterrent to nuclear war between the then-Soviets and the U.S., but the agreement allowed China to develop a formidable nuclear military, one that has become a threat to U.S. global dominance. The article reported on statistics provided by city officials detailing the frequency of police stops and arrests, breaking those numbers down according to race — black, white and other. Facebook commenters describe the article as a hit piece, fake news and an obvious attempt to attack police and sell newspapers. To the contrary, The Anniston Star works closely with Anniston PD and applauds its efforts to address crime through community policing, including the creation of a community-based committee tasked with following up on complaints from residents. No, we’re not out to get the police. Here’s what actually happened. A week ago, the NAACP held a meeting at the Anniston City Meeting Center where residents accused APD of disproportionately making traffic stops on African-Americans. Their evidence, however, was all anecdotal. Coverage of that story also provided the response from city officials and police denying any notion of racial profiling. As journalists, our aim is always to pursue truth, and collecting and reporting actual numbers is a non biased way to do that. It’s what we did when Councilman Ben Little claimed that his district’s requests for work orders consistently failed to get response from the city. An examination of the work orders, however, showed that Ward 3 actually had almost twice as many completed work orders as any of the other wards. It is shameful that the president showed little if any empathy for these citizens   — many of whom supported him — and acquiesced via his silence to assessments made by his economic adviser, Kevin Hassett, and billionaire Commerce Secretary Wilbur Ross. Hassett said that furloughed federal workers are “better off” because “they have the vacation but they don’t have to use their vacation days.”  Ross said there is no “good excuse why there … should be a liquidity crisis” and that he didn’t “understand why” federal employees with no income were going to food banks and homeless shelters. Ross incredibly advised those employees — already indebted beyond their ability to pay — to get a bank loan to cover expenses. US plans for dismantling North Korea nukes may face resistance

The United States has a plan that would lead to the dismantling of North Korea’s nuclear weapons and ballistic missile programs in a year, President Donald Trump‘s national security adviser said, although U.S. intelligence reported signs that Pyongyang doesn’t intend to fully give up its arsenal. John Bolton said top U.S. diplomat Mike Pompeo will be discussing that plan with North Korea in the near future. Bolton added that it would be to the North’s advantage to cooperate to see sanctions lifted quickly and aid from South Korea and Japan start to flow. The State Department said the U.S. ambassador to the Philippines, Sung Kim, who led policy negotiations with North Korea before the summit, traveled to the demilitarized zone between the two Koreas on Sunday to resume talks on next steps on implementing the joint declaration Trump and North Korean leader Kim Jong Un signed in Singapore. In that summit declaration, the North committed “to work toward complete denuclearization of the Korean Peninsula.” The short joint statement did not define how that would be achieved or say when the process would begin or how long it might take. “Our goal remains the final, fully verified denuclearization of the DPRK, as agreed to by Chairman Kim in Singapore,” the department said Monday. DPRK stands for the North’s official name, the Democratic People’s Republic of Korea. Bolton’s remarks Sunday on CBS’ “Face the Nation” presented a very ambitious timeline for North Korea to fulfill that commitment. Secretary of State Mike Pompeo told reporters three weeks ago that the U.S. wants North Korea to take “major” nuclear disarmament steps within the next two years — before the end of Trump’s first term in January 2021. Despite Trump’s rosy post-summit declaration that the North no longer poses a nuclear threat, Washington and Pyongyang have yet to negotiate the terms under which it would relinquish the weapons that it developed over decades to deter the U.S. Doubts over North Korea’s intentions have deepened amid reports that it is continuing to produce fissile material for weapons. The Washington Post on Saturday cited unnamed U.S. intelligence officials as concluding that North Korea does not intend to fully surrender its nuclear stockpile. Evidence collected since the June 12 summit in Singapore points to preparations to deceive the U.S. about the number of nuclear warheads in North Korea’s arsenal as well as the existence of undisclosed facilities used to make fissile material for nuclear bombs, according to the report. It said the findings support a new, previously undisclosed Defense Intelligence Agency estimate that North Korea is unlikely to denuclearize. Some aspects of the new intelligence were reported on Friday by NBC News. A U.S. official told The Associated Press that the Post’s report was accurate and that the assessment reflected the consistent view across U.S. government agencies for the past several weeks. The official was not authorized to comment publicly on the matter and requested anonymity. Bolton on Sunday declined to comment on intelligence matters. He said the administration was well-aware of North Korea’s track record over the decades in dragging out negotiations with the U.S. to continue weapons development. “We have developed a program. I’m sure that Secretary of State Mike Pompeo will be discussing this with the North Koreans in the near future about really how to dismantle all of their WMD and ballistic missile programs in a year,” Bolton said. “If they have the strategic decision already made to do that, and they’re cooperative, we can move very quickly,” he added. He said the one-year program the U.S. is proposing would cover all the North’s chemical and biological weapons, nuclear programs and ballistic missiles. Even if North Korea is willing to cooperate, dismantling its secretive weapons of mass destruction programs, believed to encompass dozens of sites, will be tough. Stanford University academics, including nuclear physicist Siegfried Hecker, a leading expert on the North’s nuclear program, have proposed a 10-year roadmap for that task; others say it could take less time. Pompeo has already visited Pyongyang twice since April to meet with Kim — the first time when he was still director of the CIA — and there are discussions about a possible third trip to North Korea late next week but such a visit has not yet been confirmed. Trump reiterated in an interview broadcast Sunday that he thinks Kim is serious about denuclearization. “I made a deal with him.  I shook hands with him.  I really believe he means it,” the president said on Fox News Channel’s “Sunday Morning Futures with Maria Bartiromo.” Trump defended his decision to suspend “war games” with close ally South Korea — a significant concession to North Korea, which so far has suspended nuclear and missile tests and destroyed tunnels at its nuclear test site but not taken further concrete steps to denuclearize. “Now we’re saving a lot of money,” Trump said of the cancellation of large-scale military drills that involve flights of U.S. bombers from the Pacific U.S. territory of Guam. Pressure will now be on Pompeo to make progress in negotiations with North Korea to turn the summit declaration into concrete action. He spoke with the foreign ministers of China, Japan and South Korea in recent days about the situation with the North, according to the State Department, which has declined to comment on any upcoming travel. Pompeo postponed plans to meet with Defense Secretary Jim Mattis and their counterparts from India on July 6, citing unavoidable circumstances, which has fueled speculation he will make a third trip to Pyongyang. After years of effort to develop nuclear missiles that can target the U.S. mainland, is North Korean leader Kim Jong Un really ready to pack them away in a deal with President Donald Trump? Perhaps, but that wouldn’t necessarily mean Pyongyang is abandoning its nuclear ambitions entirely. Tuesday’s meeting in Singapore between Kim and Trump comes after a sharp turn in North Korea’s diplomacy, from rebuffing proposals for dialogue last year to embracing and even initiating them this year. The change may reflect a new thinking about its nuclear deterrence strategy — and how best to secure the ultimate goal of protecting Kim’s rule. A look at how Kim’s appetite for talks swung amid the North’s ups and downs in weapons development and what that says about how he might approach his negotiations with Trump: ___ TESTS AND TALKS North Korea’s attitude toward dialogue in the past two years has seemed to shift with setbacks or progress in its weapons tests. Even after starting a rapid process of weapons development following a nuclear test in January 2016, Pyongyang constantly invited rivals to talks that year. It proposed military meetings with Seoul to reduce tensions and indicated it could suspend its nuclear and missile tests if the U.S.-South Korean military drills were dialed back. Washington and Seoul demurred, saying Pyongyang first must show genuine intent to denuclearize. At the time, North Korea’s quest for a credible nuclear deterrent against the U.S. was troubled. The military conducted eight tests of its “Musudan” intermediate-range missile in 2016, but only one of those launches was seen as successful. The country’s path toward an intercontinental-range ballistic missile appeared cut off. North Korea’s stance on dialogue changed dramatically, though, following the successful test of a new rocket engine in March 2017, which the country hailed as a significant breakthrough. The engine, believed to be a variant of the Russian-designed RD-250, powered a successful May flight of a new intermediate-range missile, the Hwasong-12, reopening the path to an ICBM. That was followed in July by two successful tests of an ICBM, the Hwasong-14. Pyongyang’s demands for talks disappeared. Proposals to meet from a new liberal government in Seoul were ignored. Determined to test its weapons in operational conditions, the North flew two Hwasong-12s over Japan and threatened to fire them toward Guam, a U.S. military hub. The North’s state media brought up President Richard Nixon’s outreach to Beijing in the 1970s following a Chinese test of a thermonuclear bomb, saying it was likewise inevitable that Washington will accept North Korea as a nuclear power and take steps to normalize ties. Kim talked of reaching a military “equilibrium” with the U.S. By all signs, he was fully committed to completing an ICBM program he intended to keep. ___ THE DETERRENCE GAME Kim’s turn toward diplomacy this year suggests he may have concluded the nuclear deterrence strategy was failing, some analysts say. After a November test of a larger ICBM, the Hwasong-15, Kim proclaimed his nuclear force as complete, but his announcement may have been more politically motivated than an assessment of capability. Although the Hwasong-15 displayed a greater range than the Hwasong-14, there was no clear sign the North had made meaningful progress in the technology needed to ensure that a warhead would survive the harsh conditions of atmospheric re-entry. New U.S. National Security Strategy and National Defense Strategy reports released in December and January respectively also seemed to reduce the credibility of Kim’s deterrence plans, said Hwang Ildo, a professor at Seoul’s Korea National Diplomatic Academy. In the documents, the U.S. assesses it could sufficiently defend against the small number of North Korean ICBMs — believed to be about 10 or fewer — with its 44 ground-based interceptors deployed in Alaska. Missiles fired from North Korea would have to pass Alaska to reach the U.S. mainland. Experts are divided on whether the interceptors, which Washington plans to deploy in larger numbers soon, can be counted on to destroy incoming warheads. However, Hwang said, real capability doesn’t matter as much as Trump believing that the system works, which reduces the bargaining power of the ICBMs. Kim can’t be the Mao Zedong to Trump’s Nixon if the U.S. sees his weapons as containable. With North Korea’s limited resources, as well as the threat of a pre-emptive U.S. attack, it’s difficult for the North to mass produce enough ICBMs to overwhelm the interceptors in Alaska. Rather than prolonging his nation’s economic suffering, Kim may have concluded it would be better to deal away his ICBMs at the cusp of operational capability, especially when it was no longer clear the missiles would guarantee his survival. “North Korea always tries to maintain flexibility and increase its options from step to step,” Hwang said. ___ A PAKISTANI MODEL? What never changes for North Korea is that the survival of the Kim regime comes first. Nam Sung-wook, a North Korea expert at Seoul’s Korea University, said Kim is probably modeling a nuclear future after Pakistan, which began building a nuclear arsenal in the 1990s to deter India. Pakistan is now estimated to have more than 100 warheads that are deliverable by short- and medium-range weapons and aircraft. Kim may be seeking a deal where he gives up his ICBMs but keeps his shorter-range arsenal, which may satisfy Trump but drive a wedge between Washington and its Asian allies, Seoul and Tokyo. In drills with shorter-range weapons in 2016, the North demonstrated the potential to carry out nuclear attacks on South Korean ports and U.S. military facilities in Japan. In negotiations, Kim may try to exclude submarine technologies from a freeze or verification process to leave open a path toward sub-launched ballistic missile systems, Hwang said. Then, if diplomacy fails and Kim goes back to building nuclear weapons, the systems would expand their reach and provide a second-strike capability to retaliate if North Korea’s land-based launch sites are destroyed. The United States is offering assurances to North Korea’s Kim Jong Un as it seeks to put in motion the potential for a sweeping nuclear deal ahead of President Donald Trump’s upcoming summit with the North Korean leader. Secretary of State Mike Pompeo said the U.S. will need to “provide security assurances” to Kim if they’re able to forge an agreement. Pompeo met with Kim last week in North Korea, helping set the stage for Trump’s historic meeting with Kim in Singapore on June 12. Trump has set an ambitious goal for North Korea to get rid of its nuclear weapons in a permanent and verifiable way. In return, the U.S. is willing to help the impoverished nation strengthen its economy. Pompeo was asked on “Fox News Sunday” whether the U.S. was in effect telling Kim he could stay in power if he met the U.S. demands. Pompeo said: “We will have to provide security assurances, to be sure.” The top U.S. diplomat did not elaborate, but his comment could refer to the type of assurances North Korea has sought in the past. A statement issued during international negotiations with North Korea in 2005 over its nuclear weapons development said the “United States affirmed that it has no nuclear weapons on the Korean Peninsula and has no intention to attack or invade (North Korea) with nuclear or conventional weapons.” The North has said it needs nuclear weapons to counter what it believes is a U.S. effort to strangle its economy and overthrow the Kim government. “Make no mistake about it, America’s interest here is preventing the risk that North Korea will launch a nuclear weapon into L.A. or Denver or to the very place we’re sitting here this morning,” Pompeo said from Washington. “That’s our objective, that’s the end state the president has laid out and that’s the mission that he sent me on this past week, to put us on the trajectory to go achieve that.” Pressed in a separate interview on whether the U.S. would seek regime change, Pompeo said “only time will tell how these negotiations will proceed.” “The president uses language that says ’we’ll see,’” Pompeo told CBS’s “Face the Nation.” ″The American leadership under President Trump has its eyes wide open.” North Korea said Saturday that all of the tunnels at the country’s northeastern nuclear test site will be destroyed by explosion in less than two weeks, ahead of Kim’s summit with Trump. Observation and research facilities and ground-based guard units will also be removed, the North said. Pompeo praised it as “one step along the way.” John Bolton, the president’s national security adviser, described the types of steps that North Korea would need to take as part of a denuclearization process, including the potential involvement of a processing center in Tennessee. “The implementation of the decision means getting rid of all the nuclear weapons, dismantling them, taking them to Oak Ridge, Tennessee,” Bolton said in an interview with ABC’s “This Week.” ″It means getting rid of the uranium enrichment and plutonium reprocessing capabilities,” adding the process would also need to address North Korea’s ballistic missiles. “I don’t think anybody believes you’re going to sign the complete ending of the nuclear program in one day. But we are also very much interested in operationalizing the commitment as quickly as possible,” Bolton said. Bolton said in an interview with CNN’s “State of the Union” that North Korea should not “look for economic aid from us. I think what the prospect for North Korea is to become a normal nation, to behave and interact with the rest of the world the way South Korea does.” “The prospect for North Korea is unbelievably strong if they’ll commit to denuclearization. That’s what the president is going to say,” he said. Pompeo said private-sector Americans could help rebuild North Korea’s energy grid and develop the country’s infrastructure. He described the possibility of American agriculture being used to “support North Korea so they can eat meat and have healthy lives.” South Korea has said Kim has shown an interest in dealing away his nuclear weapons in return for economic benefits. If carried out, it would be its most provocative missile launch to date. Trump said this week the U.S. would unleash “fire and fury” on North Korea if it continued to threaten the U.S. The tweet was one of several Trump sent Friday.
