House GOP votes to oust Democrat Ilhan Omar from major committee

The Republican-led House voted after raucous debate Thursday to oust Democratic Rep. Ilhan Omar from the chamber’s Foreign Affairs Committee, citing her anti-Israel comments, in a dramatic response to Democrats last session booting far-right GOP lawmakers over incendiary remarks. House Speaker Kevin McCarthy was able to solidify Republicans to take action against the Somali-born Muslim in the new Congress, although some GOP lawmakers had expressed reservations. Removal of lawmakers from House committees was essentially unprecedented until the Democratic ousters two years ago of hard-right Republican Reps. Marjorie Taylor Greene of Georgia and Paul Gosar of Arizona. The 218-211 vote, along party lines, came after a heated, voices-raised debate in which Democrats accused the GOP of going after Omar based on her race. Omar, who has apologized for 2019 remarks widely seen as antisemitic, defended herself on the House floor, asking if anyone was surprised she was being targeted. Democratic colleagues hugged her during the vote. “My voice will get louder and stronger, and my leadership will be celebrated around the world, as it has been,” Omar said in a closing speech. House Republicans focused on six statements she has made that “under the totality of the circumstances, disqualify her from serving on the Committee of Foreign Affairs,” said Rep. Michael Guest of Mississippi, the incoming chairman of the House Ethics Committee. “All members, both Republicans and Democrats alike who seek to serve on Foreign Affairs, should be held to the highest standard of conduct due to the international sensitivity and national security concerns under the jurisdiction of this committee,” Guest said. Republicans have clashed with Omar since she arrived in Congress, and former President Donald Trump frequently taunted her at his rallies in ways that appealed to his supporters. The resolution proposed by Rep. Max Miller, R-Ohio, a former official in the Trump administration, declared, “Omar’s comments have brought dishonor to the House of Representatives.” Democratic leader Hakeem Jeffries of New York said Omar has at times “made mistakes” and used antisemitic tropes that were condemned by House Democrats four years ago. But that’s not what Thursday’s vote was about, he said. “It’s about political revenge,” Jeffries said. Rep. Alexandria Ocasio-Cortez, D-N.Y., went further, referring to the Sept. 11, 2001, attack as she called the GOP’s action part of one of the “disgusting legacies after 9/11, the targeting and racism against Muslim-Americans throughout the United States of America. And this is an extension of that legacy.” She added, “This is about targeting women of color.” McCarthy denied the Republican decision to oust Omar was a tit-for-tat after the Greene and Gosar removals under Democrats, though he had warned in late 2021 that such a response might be expected if Republicans won back the House majority. “This is nothing like the last Congress,” he said Thursday. He noted that Omar can remain on other panels, just not Foreign Affairs, after her anti-Israel comments. Omar is one of the first two Muslim women elected to Congress. She is also the first to wear a hijab in the House chamber after floor rules were changed to allow members to wear head coverings for religious reasons. She quickly generated controversy after joining Congress in 2019 with a pair of tweets that suggested lawmakers who supported Israel were motivated by money. In the first, she criticized the American Israel Public Affairs Committee or AIPAC. “It’s all about the Benjamins, baby,” she wrote, invoking slang about $100 bills. Asked on Twitter who she thought was paying members of Congress to support Israel, Omar responded, “AIPAC!” Omar’s remarks sparked a public rebuke from then-House Speaker Nancy Pelosi and other Democrats who made clear that she had overstepped. She soon apologized. “We have to always be willing to step back and think through criticism, just as I expect people to hear me when others attack me about my identity,” Omar tweeted. “This is why I unequivocally apologize.” Also, in a May 2021 tweet, she made reference to Israel as “an apartheid state” over its treatment of Palestinians. Democrats rallied Thursday in a fiery defense of Omar and the experiences she brings to Congress. “This clearly isn’t about what Ilhan Omar said as much as who she is — being a smart, outspoken Black woman of the Muslim faith is apparently the issue,” said Rep. Mark Pocan, D-Wis. Black, Latino, and progressive lawmakers, in particular, spoke of her unique voice in the House and criticized Republicans for what they called a racist attack. “Racist gaslighting,” said Rep. Cori Bush, D-Mo. A “revenge resolution,” said Rep. Pramila Jayapal of Washington, the chair of the progressive caucus. “It’s so painful to watch,” said Rep. Rashida Tlaib, D-Mich., who joined Congress with Omar as the first two female Muslims elected to the House. “To Congresswoman Omar, I am so sorry that our country is failing you today through this chamber,” Tlaib said through tears. “You belong on that committee.” In the weeks leading up to the vote, the chairman of the committee, Rep. Michael McCaul of Texas, argued for excluding Omar from the panel during a recent closed-door meeting with fellow Republicans. “It’s just that her worldview of Israel is so diametrically opposed to the committee’s,” McCaul told reporters in describing his stance. “I don’t mind having differences of opinion, but this goes beyond that.” At the White House, press secretary Karine Jean-Pierre said of the ouster, “It’s a political stunt.” McCarthy has already blocked Reps. Adam Schiff and Eric Swalwell, both California Democrats, from rejoining the House Intelligence Committee once the GOP took control of the chamber in January. House Republicans and Democrats went after one another in a hearing Wednesday, arguing over whether America’s most wealthy are paying their fair share of income taxes. The U.S. House Select Committee on Economic Disparity and Fairness in Growth hosted a hearing on tax policy focused on inclusive growth, which led to the debate. “We have the most progressive tax code among any OECD nation, that means we’re taxing the rich a whole lot more than we’re taxing the folks on the lower income,” Rep. Jodey Arrington, R-Texas, said. Most Republicans argued a similar point, whereas Democrats argued that the uber-wealthy didn’t pay enough in income taxes due to tax breaks and needed to pay more. “It is unsustainable for working-class people to continue picking up the tab for tax breaks that the wealthy enjoy, in part due to the Republican Tax Cuts and Jobs Act,” U.S. Rep. Pramila Jayapal, D-Wash., said. To clarify, U.S. Rep. Bryan Steil, R-Wis., asked four witnesses what “fair share” would mean when applied to a federal income tax, asking how much of a billionaire’s income should be taxed. Georgetown Law Professor Dorothy Brown responded, “40-50%, I mean historically we’ve had as high as 70%.” William Gale from the Brookings Institute also said 40-50%. Seth Hanlon at the Center for American Progress and Amy Matsui from the National Women’s Law Center said they didn’t have a particular number in mind. Later, Steil asked the witnesses if the current U.S. tax code skews toward the wealthy, and all five witnesses present said yes. “Well, in some ways, yes, but I think we miss the point too that 40% of the bottom of the income distribution don’t pay income taxes at all,” Angela Rachidi of the American Enterprise Institute said. Near the closing of the hearing, U.S. Rep. Warren Davidson, R-Ohio, asked the witnesses if “deficits matter” when considering tax code. Democratic, GOP Senate bargainers reach $10 billion COVID agreement

Senate bargainers reached an agreement Monday on a slimmed-down $10 billion package for countering COVID-19 with treatments, vaccines, and other steps, the top Democratic and Republican negotiators said, but the measure dropped all funding to help nations abroad combat the pandemic. The compromise drew quick support from President Joe Biden, who initially pushed for a $22.5 billion package. In a setback, he ended up settling for much less amid administration warnings that the government was running out of money to keep pace with the disease’s continued — though diminished — spread in the U.S. “Every dollar we requested is essential, and we will continue to work with Congress to get all of the funding we need,” said White House press secretary Jen Psaki. “But time is of the essence. We urge Congress to move promptly on this $10 billion package because it can begin to fund the most immediate needs.” Biden and Senate Majority Leader Chuck Schumer, D-N.Y., his party’s lead bargainer, also ended up agreeing to abandon Biden’s request to include $5 billion to help countries — especially poorer ones — where the disease is still running rampant. But the two sides could not agree on enough budget savings to pay for the larger amounts. Schumer said the pact would provide “the tools we need” to help the country recover from the economic and public health blows that COVID-19 has inflicted for the past two years. But he said while the $10 billion “is absolutely necessary, it is well short of what is truly needed to keep up safe” over time. He said members of both parties want to craft a second spending measure this spring that could include funds to battle COVID-19 and hunger overseas and more assistance for Ukraine as it continues battling the Russian invasion. The fate of such a measure is uncertain. Sen. Mitt Romney of Utah, the lead GOP bargainer, hailed the accord as one that would address “urgent COVID needs.” He also trumped the measure’s savings, which he said meant it “will not cost the American people a single additional dollar.” Romney also suggested an openness to considering future money. “While this agreement does not include funding for the U.S. global vaccination program, I am willing to explore a fiscally responsible solution to support global efforts in the weeks ahead,” he said. The agreement comes with party leaders hoping to move the legislation through Congress this week, before lawmakers leave for a two-week spring recess. It also comes with BA.2, the new omicron variant, expected to spark a fresh increase in U.S. cases. Around 980,000 Americans and over 6 million people worldwide have died from COVID-19. At least half the compromise would have to be used to research and produce therapeutics to treat the disease, according to fact sheets from Schumer and Romney. The money would also be used to buy vaccines and tests. At least $750 million would be used to research new COVID-19 variants and to expand vaccine production, the descriptions said. The deal is also a reduction from a $15 billion version that both parties’ leaders had negotiated last month. House Speaker Nancy Pelosi, D-Calif., abandoned that plan after Democratic lawmakers rejected proposed cuts in state pandemic aid to help pay for the package. Some people said the fate of the new agreement remained uncertain in the House, where Pelosi and liberal Democrats have expressed opposition to dropping the money for helping other countries. Rep. Pramila Jayapal, leader of the House Progressive Caucus, said it is “a big problem” to erase the global assistance from the package. “It’s really shortsighted to not spend money on making sure this virus is contained around the world,” Jayapal, a Washington state Democrat who worked in global public health for a decade, told reporters. The agreement will need to attract at least 10 GOP votes to move through the 50-50 Senate. The others said the needed Republican votes would be there. The measure is fully paid for by pulling back unspent funds from previous pandemic relief bills that have been enacted, bargainers have said. Joe Biden hails infrastructure win as ‘monumental step forward’

President Joe Biden on Saturday hailed Congress’ passage of his $1 trillion infrastructure package as a “monumental step forward for the nation” after fractious fellow Democrats resolved a months-long standoff in their ranks to seal the deal. “Finally, infrastructure week,” a beaming Biden told reporters. “I’m so happy to say that: infrastructure week.” The House passed the measure 228-206 late Friday, prompting prolonged cheers from the relieved Democratic side of the chamber. Thirteen Republicans, mostly moderates, supported the legislation, while six of Democrats’ farthest left members opposed it. Approval of the bill, which promises to create legions of jobs and improve broadband, water supplies, and other public works, sends it to the desk of a president whose approval ratings have dropped and whose nervous party got a cold shoulder from voters in this past week’s off-year elections. The infrastructure package is a historic investment by any measure, one that Biden compares in its breadth to the building of the interstate highway system in the last century or the transcontinental railroad the century before. He called it a “blue-collar blueprint to rebuilding America.” His reference to infrastructure week was a jab at his predecessor, Donald Trump, whose White House declared several times that “infrastructure week” had arrived, only for nothing to happen. Simply freeing up the infrastructure measure for final congressional approval was like a burst of adrenaline for Democrats. Yet despite the win, Democrats endured a setback when they postponed a vote on a second, even larger bill until later this month. That 10-year, $1.85 trillion measure bolstering health, family, and climate change programs was sidetracked after moderates demanded a cost estimate on the measure from the nonpartisan Congressional Budget Office. The postponement dashed hopes that the day would produce a double-barreled win for Biden with passage of both bills. But in an evening breakthrough brokered by Biden and House leaders, five moderates agreed to back that bill if the budget office’s estimates are consistent with preliminary numbers that White House and congressional tax analysts have provided. The agreement, in which lawmakers promised to vote on the social and environment bill by the week of Nov. 15, was a significant step toward a House vote that could ultimately ship it to the Senate. Elated by the bill’s passage, Biden held forth with reporters for over a half-hour Saturday morning, joking that his chances of getting the bill done had been written off multiple times, only for him to be able to salvage it. He said he would wait to hold a signing ceremony until lawmakers — Democrats and Republicans who voted for it — return to Washington after a week’s recess. The president acknowledged uncertainty surrounding his larger social and environmental spending package, saying “time will tell” whether he can keep popular provisions like universal paid family leave in the final version. He wouldn’t say whether he has private assurances from moderate Democrats in the House and Senate to pass the nearly $2 trillion bill, but said he was “confident” he would get the votes. Biden predicted Americans would begin to feel the impact of the infrastructure bill “probably starting within the next two to three months as we get shovels in the ground.” But the full impact will probably take decades to be fully realized. He added that he would visit some ports that would benefit from the legislation in the next week, as his administration tries frantically to ease supply chain disruptions that are raising prices on consumer goods before the holidays. Transportation Secretary Pete Buttigieg said there’s a pent-up demand to get going on public works. He told CNN he’s already got $10 billion worth of applications for a certain program that’s only got $1 billion in it. “This is not just a short-term stimulus bill.” Biden said the investment would be viewed in 50 years as “When America decided to win the competition of the 21st century” with a rising China. The president and first lady Jill Biden delayed plans to travel Friday evening to their house in Rehoboth Beach, Delaware. Instead, Biden spoke to House leaders, moderates, and progressives. Rep. Pramila Jayapal, D-Wash., leader of the Congressional Progressive Caucus, said Biden even called her mother in India, though it was unclear why. “This was not to bribe me — this is when it was all done,” Jayapal told reporters. The lawmaker said her mother told her she “just kept screaming like a little girl.” In a statement, five moderates said that if the fiscal estimates on the social and environment bill raise problems, “we remain committed to working to resolve any discrepancies” to pass it. In exchange, liberals agreed to back the infrastructure measure, which they’d spent months holding hostage in an effort to press moderates to back the larger bill. The day marked a rare detente between Democrats’ moderate and liberal wings that party leaders hope will continue. The rival factions had spent weeks accusing each other of jeopardizing Biden’s and the party’s success by overplaying their hands. But Friday night, Jayapal suggested they would work together moving forward. Democrats have struggled for months to take advantage of their control of the White House and Congress by advancing their priorities. His government overhaul plans at stake, President Joe Biden appeared unable Wednesday night to swiftly strike an agreement with two wavering Democratic senators trying to trim back his potentially historic $3.5 trillion measure that will collapse without their support. With Republicans solidly opposed and no Democratic votes to spare, Biden canceled a trip to Chicago that was to focus on COVID-19 vaccinations so he could dig in for a full day of intense negotiations ahead of crucial votes. Aides made their way to Capitol Hill for talks, and late in the day, supportive House Speaker Nancy Pelosi and Senate Majority Leader Chuck Schumer met with Biden at the White House. The risks were clear, but so was the potential reward as Biden and his party reach for a giant legislative accomplishment — promising a vast rewrite of the nation’s balance sheet with an ever-slim majority in Congress. His idea is to essentially raise taxes on corporations and the wealthy and use that money to expand government health care, education, and other programs — an impact that would be felt in countless American lives. “We take it one step at a time,” Pelosi told reporters. Attention is focused on Sens. Joe Manchin of West Virginia and Kyrsten Sinema of Arizona, centrist Democrats. They share a concern that the overall size of Biden’s plan is too big but have infuriated colleagues by not making any counter-proposals public. In a possibly ominous sign, Manchin sent out a fiery statement late Wednesday, decrying the broad spending as “fiscal insanity” and warning it would not get his vote without adjustments. “I cannot – and will not – support trillions in spending or an all-or-nothing approach,” he said. Together, the two senators hold the keys to unlocking the stalemate over Biden’s sweeping vision, the heart of his campaign pledges. While neither has said no to a deal, they have yet to signal yes — but they part ways on specifics, according to a person familiar with the private talks, and granted anonymity to discuss them. Manchin appears to have fewer questions about the revenue side of the equation — the higher taxes on corporations and the wealthy — than the spending plans and particular policies, especially those related to climate change that are important to his coal-centric state. He wants any expansion of aid programs to Americans to be based on income needs, not simply for everyone. Though Sinema is less publicly open in her views, she focuses her questions on the menu of tax options, including the increased corporate rate that some in the business community argue could make the U.S. less competitive overseas and the individual rate that others warn could snare small business owners. With Democrats’ campaign promises on the line, the chairwoman of the Congressional Progressive Caucus, Rep. Pramila Jayapal of Washington state, said of Manchin: “He needs to either give us an offer or this whole thing is not going to happen.” Pelosi suggested she might postpone Thursday’s vote on a related $1 trillion public works measure that Manchin, Sinema, and other centrists want but that progressives are threatening to defeat unless there’s movement on Biden’s broader package. Thursday’s vote has been seen as a pressure point on the senators and other centrist lawmakers to strike an agreement with Biden. But with Manchin and Sinema dug in, that seemed unlikely. “Both bills are must-pass priorities,” according to a White House readout of the president’s meeting with the congressional leaders. At the same time, Congress is starting to resolve a more immediate crisis that arose after Republicans refused to approve legislation to keep the government funded past Thursday’s fiscal yearend and raise the nation’s debt limit to avoid a dangerous default on borrowing. Democrats are separating the government funding and debt ceiling vote into two bills, stripping out the more-heated debate over the debt limit for another day, closer to a separate October deadline. The Senate is poised to vote Thursday to provide government funding to avoid a federal shutdown, keeping operations going temporarily to Dec. 3. The House is expected to quickly follow. With Biden and his party stretching to achieve what would be a signature policy achievement, there is a strong sense that progress is being made on the big bill, said an administration official who requested anonymity to discuss the private talks. The president is highly engaged, meeting separately with Manchin and Sinema at the White House this week and talking by phone with lawmakers shaping the package. He even showed up at Wednesday evening’s annual congressional baseball game, a gesture of goodwill during the rare bipartisan event among lawmakers. To reach an accord, Democrats are poised to trim the huge Biden measure’s tax proposals and spending goals to reach an overall size Manchin and Sinema are demanding. “I think it’s pretty clear we’re in the middle of a negotiation and that everybody’s going to have to give a little,” said White House press secretary Jen Psaki. Psaki said members of Congress “are not wallflowers” but have a range of views. “We listen, we engage, we negotiate. But ultimately, there are strong viewpoints and what we’re working to do is get to an agreement.” Besides senators, Biden’s problems with fellow Democrats also include a small number of centrist House Democrats who are also are bristling at the far-reaching scope of his domestic agenda, which would expand health care, education, and climate change programs, all paid for by the higher tax rates. Progressive lawmakers warn against cutting too much, saying they have already compromised enough, and threatening to withhold support for the companion $1 trillion public works measure that they say is too meager without Biden’s bigger package assured. But centrists warned off canceling Thursday’s vote as a “breach of trust that would slow the momentum in moving forward in delivering the Biden agenda,” said Rep. Democratic lawmakers seek criminal corruption probe of EPA’s Scott Pruitt

House Democrats on Friday formally requested that the Justice Department investigate Environmental Protection Agency Administrator Scott Pruitt for potential criminal conduct. In a letter to FBI Director Chris Wray and Justice criminal division chief John Cronan, six Democratic lawmakers with oversight of Pruitt’s agency allege he repeatedly violated federal anti-corruption laws by seeking to leverage his government position for personal gain. As evidence, the Democrats cite Pruitt’s $50-a-night lease of a Capitol Hill condo tied to a lobbyist seeking to influence his agency, directing an EPA aide to contact a senior Chick-fil-A executive as part of an effort to land his family a franchise, and a $2,000 payment to his wife from organizers of a conference the administrator then attended at taxpayer expense. A spokesman for Pruitt did not immediately respond to messages seeking comment. The letter was signed by Democratic Reps. Gerald Connolly and Donald Beyer of Virginia, Jamie Raskin of Maryland, Ruben Gallego of Arizona, Pramila Jayapal of Washington and Ted Lieu of California. Outside he’s being attacked very viciously by the press. And I’m not saying that he’s blameless. But we’ll see what happens.” For his part, Pruitt sought to laugh off the controversy this week over his using government resources to seek a “business opportunity” with the fast-food fried chicken chain whose owners are known for supporting conservative Christian causes, including outspoken opposition to same-sex marriage. “I mean, look, my wife is an entrepreneur herself. I love, she loves, we love Chick-fil-A as a franchise of faith,” Pruitt said in a TV interview on Wednesday. In their letter, the House Democrats make their case that Pruitt’s conduct rises to the level of criminal conduct. “At the very least, we know that federal ethics laws bar public officials from using their position or staff for private gain,” the Democrats wrote to Wray and Cronan. “Administrator Pruitt has certainly done just that.
