Unease and uncertainty are settling over Americans with serious illnesses as Republicans move closer to dismantling Democratic former President Barack Obama‘s health care system. A New Orleans attorney with multiple sclerosis fears he’ll be forced to close his practice if he loses coverage, while a Philadelphia woman with asthma is looking at stockpiling inhalers. The Republican health care bill pushed through the House on Thursday leaves those with pre-existing conditions fearful of higher premiums and losing coverage altogether if the Affordable Care Act is replaced. The bill sets aside billions of dollars more to help people afford coverage, but experts say that money is unlikely to guarantee an affordable alternative for people now covered under a popular provision of the existing law that prevents insurers from rejecting them or charging higher rates based on their health. What happens to those with pre-existing conditions under the Republican plan remains unknown. Several people unsettled by the prospects expressed these concerns. ___ FORMER UTAH CHEF Jake Martinez said he’s worried about getting health insurance in the future because he has epilepsy, considered a pre-existing condition by insurers. For the last several years, he, his wife and their three children have settled into a comfortable place using health insurance under the Affordable Care Act. But now the Murray, Utah, residents are worried about what may happen with this new health care bill. “Today, it really kind of sunk in that not only are we not going to potentially have health care coverage but that it was done as a political win rather than a well-thought-out plan,” said Martinez, a 32-year-old former chef who’s studying social work. “That’s what stings about it.” ___ KENTUCKY ATTORNEY Shortly after being diagnosed with type I diabetes, Amanda Perkins learned about the perils of pre-existing conditions when she starting trying to buy health insurance. Now she worries that protections under the Affordable Care Act that made sure certain essential health benefits, like insulin prescriptions, could be eliminated. The new Republican plan would let some states allow insurers to charge higher premiums for people with pre-existing conditions, but only if those people had a lapse in insurance coverage. Supporters say those states would need to have programs in place to help people pay for expensive medical treatments, including high-risk pools. But Perkins said Kentucky’s previous high-risk pool had a 12-month waiting period and was too expensive for her. “I bought a house just a couple of months ago. Will it come down to me paying my mortgage payment or paying my health insurance so I don’t have a lapse in coverage?” said Perkins, an attorney for a small firm in Lexington, Kentucky. ___ KANSAS GRAPHIC DESIGNER Janella Williams has a rare neurological disorder that forces her to receive expensive IV drugs every seven weeks. Without it, she would not be able to walk. Williams, who owns her own graphic design company in Lawrence, Kansas, pays $480 under an Obamacare plan. It keeps her out-of-pocket maximum at $3,500 a year and provides her coverage despite her pre-existing condition. “I’m terrified of becoming disabled. If I’m being completely honest, I’ve thought of ending my life if it comes to that,” she said. High-risk pools run by the state are not the answer, she says. The Republican plan would also bring back lifetime caps on coverage, which Williams says she would meet after only her first IV treatment. She and her husband both work full time, but wouldn’t be able to afford the roughly $600,000 a year her treatments cost once the cap is met. “I have really lost my faith in humanity,” she said. “It’s terrible how little we care for the sick.” ___ NORTH CAROLINA FINANCIAL ADVISER John Thompson credits his survival in large part because he bought a family insurance policy through the Affordable Care Act marketplace. Thompson, of Greensboro, North Carolina, was laid off in 2013, lost his employer-backed insurance and diagnosed with cancer during the year he was unemployed. If the House proposal allowing insurers to make coverage for pre-existing conditions unaffordable takes hold, he fears his cancer history will make him uninsurable if he would lose his current job as a retirement financial adviser. “Like many of us here, whether you have asthma or a heart condition or diabetes or like me, cancer, any type of pre-existing condition, you go back to the way it was before, you give insurance companies carte blanche to do their underwriting and to exclude you,” Thompson said. ___ FLORIDA MOM Shelby Jehlen, of New Port Richey, Florida, was diagnosed six years ago with leukemia and says she wouldn’t be able to afford insurance if she lost her roughly $400 a month subsidy. Jehlen saves about $1,000 every three months to see her cancer doctor under her Obamacare plan, but still pays about $1,500 for the check-ups. She was forced to quit work because of all the X-rays and other chemicals she was exposed to daily as a veterinary assistant and now cuts corners, sacrificing phones and school activities for her two teen daughters, to afford the monthly premiums. The stress has caused her to struggle with depression and anxiety. “Absolutely, I’m scared. I’m worried I’m going to have to figure out what I’m going to do with all my side effects with my leukemia if they take this away from me,” she said. ___ PHILADELPHIA BUSINESSWOMAN Adrienne Standley has been preparing for the possibility of losing her insurance since President Donald Trump took office. Three days after the inauguration, she set up an appointment for a birth control implant so she would be covered for four years, no matter what happens. The 29-year-old operations director at a start-up apparel business in Philadelphia also has asthma and attention deficit disorder. “I’m looking at stockpiling, making sure I have an inhaler,” she said. “I’m pretty scared to lose coverage.” ___ NEW ORLEANS ATTORNEY John S. The California Republican congressman says several left-wing activist groups have filed accusations against him with the office of congressional ethics. Nunes says the charges are false and politically motivated. But he says it’s in the best interest of the committee to have Republican Mike Conaway of Texas temporarily take charge of the committee’s investigation. ___ 10:15 a.m. Two ethics watchdog groups filed complaints about the chairman of the House intelligence committee, Republican Devin Nunes of California. Nunes says he’s temporarily stepping aside from the panel’s investigation of Russian meddling in the election because of the complaints. Democracy 21 and Citizens for Responsibility and Ethics in Washington say Nunes disclosed classified information, which violates House ethics rules. The groups say Nunes publicly disclosed information he learned by viewing classified material. Two of the four people who signed the March 28 letter alleging ethics violations served as White House counsels in Republican and Democratic administrations. ___ 10:05 a.m. Speaker Paul Ryan says Texas Republican Mike Conaway will take over the House investigation into Russian meddling in last year’s election. Ryan says an ethics complaint filed against Intelligence Committee Chairman Devin Nunes of California by government watchdog groups would be a “distraction” and that Nunes should no longer lead the probe. Nunes has come under intense criticism for meeting secretly with White House officials to view intelligence regarding Trump associates. Ryan says he is confident that Conaway “will oversee a professional investigation into Russia’s actions and follow the facts wherever they lead.” ___ 9:49 a.m. The chairman of the House intelligence committee says he will temporarily step aside from the panel’s probe into Russian meddling in the election. Congress seen as not likely to pass tax overhaul quickly
After their humiliating loss on health care, Republicans in Congress could use a quick victory on a big issue. It won’t be an overhaul of the tax code. Overhauling the tax code could prove harder to accomplish than repealing and replacing Barack Obama‘s health law. Congressional Republicans are divided on significant issues, especially a new tax on imports embraced by House Speaker Paul Ryan. And the White House is sending contradicting signals on the new tax, adding to the uncertainty. House Republicans also can’t decide whether to move on from health care. Ryan canceled a scheduled vote on a House GOP plan after it became obvious that Republicans didn’t have the votes. He said he will continue to work on the issue but one of his top lieutenants on health care, Rep. Kevin Brady, R-Texas, says he is now “100 percent” focused on a tax overhaul. Ryan says Congress can work on both at the same time. It won’t be easy. Here’s why: ___ REPUBLICAN DIVIDE House and Senate Republicans largely agree on the broad outlines of a tax overhaul. They want to lower tax rates for individuals and corporations, and make up the lost revenue by scaling back tax breaks. But they are sharply divided on a key tenet of the House Republican plan. The new “border adjustment tax” would be applied to profits from goods and services consumed in the U.S., whether they are domestically produced or imported. Exports would be exempt. House GOP leaders say the tax is key to lowering the top corporate income tax rate from 35 percent to 20 percent. But good luck finding a single Republican senator who will publicly support the tax. Sen. Rob Portman, R-Ohio, is the latest in a long line of Republican senators to come out against the tax. ___ ABSENT DEMOCRATS Senate Finance Committee Chairman Orrin Hatch, R-Utah, says he wants to work with Democrats to overhaul the tax code. “A bipartisan bill would allow us to put in place more lasting reforms and give the overall effort additional credibility,” Hatch said. Majority Leader Mitch McConnell, R-Ky., has said it is bad policy to pass major legislation without bipartisan support. “Without some meaningful buy-in, you guarantee a food fight,” McConnell wrote in his memoir last year. “You guarantee instability and strife.” But in the House, Republicans haven’t reached out to Democrats in any meaningful way. ___ WHERE’S THE WHITE HOUSE? “Obviously we’re driving the train on this,” White House press secretary Sean Spicer said. But President Donald Trump‘s administration has been all over the map on tax reform. Trump at one point said the House border tax is too complicated, then said it’s in the mix. Treasury Secretary Steven Mnuchin told a Senate panel that “there would be no absolute tax cut for the upper class” in Trump’s tax plan. However, the plan Trump unveiled during his presidential campaign would provide big tax breaks to high-income households. Since taking office, Trump has promised “massive” tax cuts for the middle class. A former Treasury official under President Barack Obama says the White House needs to stake out clear goals on tax overhaul to guide the debate in Congress. “I think it’s important for the administration to signal early the general shape” of what they would like to accomplish so that there are fewer proposals vying for attention, said Michael Mundaca, a former assistant Treasury secretary now at Ernst & Young. ___ TAX CHANGE IS DIFFICULT There is a reason it’s been 31 years since the last time Congress rewrote the tax code. Since then, the number of exemptions, deductions and credits has mushroomed. Taxpayers enjoyed $1.6 trillion in tax breaks in 2016 — more than the federal government collected in individual income taxes. That huge number could provide plenty of tax breaks that lawmakers can scale back so they can lower tax rates significantly. There is just one problem — all of the biggest tax breaks are very popular and have powerful constituencies. Nearly 34 million families claimed the mortgage interest deduction in 2016. That same year more than 43 million families took advantage of a deduction of state and local taxes. The House Republicans’ tax plan would retain the mortgage deduction and eliminate the deduction for state and local taxes. ___ HEALTH CARE Both Trump and Republicans in Congress made big campaign promises to repeal and replace Obama’s health law, so the issue won’t go away. However, several players say negotiations on a way forward are non-existent. In the meantime, Trump is stoking animosity among a key voting bloc by criticizing them on Twitter. Two factions in the House GOP had members oppose the health plan: the hard-right Freedom Caucus and the moderate Tuesday Group. Ryan has suggested that they get together to sort out their differences, but it’s not happening, according to one key lawmaker. “We are not currently negotiating with the Freedom Caucus. There was never a meeting scheduled with the Freedom Caucus. We will never meet with the Freedom Caucus,” said Rep. Chris Collins, R-N.Y., a member of the Tuesday Group. Trump tweeted: “The Freedom Caucus will hurt the entire Republican agenda if they don’t get on the team, & fast. Two dozen or so Freedom Caucus members have opposed the legislation pushed by GOP leaders, saying it doesn’t go far enough to repeal “Obamacare.” But the group had been negotiating directly with the White House in hopes of reaching agreement to eliminate additional requirements on insurers. Without a deal with the Freedom Caucus, and with moderate-leaning members defecting, it seems unlikely GOP leaders will have the votes they need to go forward with a vote later Thursday as they had planned. ___ 10:06 a.m. Former President Barack Obama is celebrating the seventh anniversary of his landmark health care law, saying in a statement on Thursday that “America is stronger because of the Affordable Care Act.” Obama does not directly address GOP efforts to repeal his law, which are coming to a head Thursday as House leaders push toward a vote on their repeal legislation. Republicans remain short of votes. The former president does say that if Republicans are serious about lowering costs and expanding coverage, and are prepared to work with Democrats, “That’s something we all should welcome.” But, Obama says, “we should start from the baseline that any changes will make our health care system better, not worse for hardworking Americans.” He notes 20 million Americans gained coverage under his law. ___ 9:40 a.m. President Donald Trump is urging people to call their lawmakers to express support for the Republican legislation to repeal and replace “Obamacare.” Trump posted a video on Twitter Thursday asking people to get behind the plan. He says that people were “given many lies” about the Affordable Care Act. Trump added that the legislation was “terrific” and “you’re going to be very, very happy.” The GOP legislation was on the brink hours before Republican leaders planned to put it on the House floor for a showdown vote. House GOP health bill facing fresh House committee test
The White House and Republican leaders are talking to rank-and-file lawmakers about revising the GOP health care overhaul, hoping to keep a rebellion by conservatives and moderates from snowballing and imperiling the party’s showpiece legislation. Four days after a congressional report projected the bill would pry coverage from millions of voters, signs of fraying GOP support for the legislation were showing. The measure would strike down much of former President Barack Obama‘s 2010 overhaul and reduce the federal role, including financing, for health care consumers and is opposed uniformly by Democrats. In a fresh test of Republicans’ willingness to embrace the legislation, the House Budget Committee was considering the measure Thursday. Republicans expressed confidence the bill would be approved, but the vote could be tight. The panel can’t make significant changes but was expected to endorse non-binding, suggested changes to nail down votes. The bill would eliminate the tax penalty that pressures people to buy coverage and the federal subsidies that let millions afford it, replacing them with tax credits that are bigger for older people. It would cut Medicaid, repeal the law’s tax increases on higher earning Americans and require 30 percent higher premiums for consumers who let coverage lapse. Overt GOP opposition grew after the nonpartisan Congressional Budget Office projected Monday that the legislation would push 24 million Americans off coverage in a decade and shift out-of-pocket costs toward lower income, older people. Obama’s law has provided coverage to around 20 million additional people House Speaker Paul Ryan, R-Wis., told reporters Wednesday that leaders could now make “some necessary improvements and refinements” to the legislation. But he declined to commit to bringing the measure to the House floor next week, a schedule Republican leaders have repeatedly said they intended to keep. At a late rally in Nashville Wednesday, President Donald Trump said: “We’re going to arbitrate, we’re all going to get together, we’re going to get something done.” Vice President Mike Pence met with House GOP lawmakers and pressed them to unite behind the legislation. “‘It’s our job to get it out of here and get it to the Senate,’” Pence told Republicans, according to Rep. Dennis Ross, R-Fla. That would let Trump pressure “Democrats in these red states to come on board,’” Ross said, referring to Republican-leaning states where Democratic senators face re-election next year. But insurgents still abound. Conservatives want to end Obama’s expansion of Medicaid to 11 million additional low-income people next year, not 2020 as the bill proposes. They say a GOP proposed tax credit to help people pay medical costs is too generous, and they want to terminate all of Obama’s insurance requirements, including mandatory coverage of specified services like drug counseling. Rep. Mark Meadows, R-N.C., head of the hard-line conservative House Freedom Caucus, continued pushing for changes. He claimed at least 21 members of his group would oppose the measure as written; the bill would fail if 22 Republicans join all Democrats in opposing it. But underscoring the push-pull problem GOP leaders face in winning votes, moderates feel the tax credits are too stingy, especially for low earners and older people. They oppose accelerating the phase-out of the Medicaid expansion and are unhappy with long-term cuts the measure would inflict on the entire program. Terminating the Medicaid expansion in 2020 and not 2018 “is sacrosanct to me,” said moderate Rep. Tom MacArthur, R-N.J. In a new complication, Sen. Charles Grassley, R-Iowa, said the measure lacked the votes to pass in the Senate, where Republicans hold a precarious 52-48 majority. That left House members angry over being asked to take a politically risky vote for legislation likely to be altered. Moderates “don’t like the idea of taking a vote in the House that may go nowhere in the Senate,” said Rep. Charlie Dent, R-Pa. Amid the maneuvering, a federal report said more than 12 million people have signed up for coverage this year under the very statute that Republicans want to repeal. Dems force delays in votes on Jeff Sessions, Steve Mnuchin, Tom Price
Democrats forced delays Tuesday in planned Senate committee votes on President Donald Trump‘s picks for Health and Treasury secretaries and attorney general, amid growing Democratic surliness over the administration’s aggressive early moves against refugees and an expected bitter battle over filling the Supreme Court vacancy. Democrats abruptly boycotted a Senate Finance Committee meeting called to vote on Rep. Tom Price, R-Ga., the Health nominee and Steve Mnuchin, Trump’s Treasury selection, saying both had misled Congress about their financial backgrounds. The Democrats’ action prevented the Finance panel from acting because under committee rules, 13 of its members — including at least one Democrat — must be present for votes. It was unclear when the panel would reschedule to votes. At the Senate Judiciary Committee, a meeting considering Sen. Jeff Sessions, R-Ala., to be attorney general lasted so long — chiefly because of lengthy Democratic speeches — that Chairman Charles Grassley, R-Iowa, said the panel would meet again Wednesday. The meeting on Sessions’ nomination was coming with Democrats and demonstrators around the country in an uproar over Trump’s executive order temporarily blocking refugees. Even some Republicans were warning it could hinder anti-terrorism efforts. Not everything ground to a halt. The Senate education committee voted 12-11 to send Trump’s pick to head the Education Department, Betsy DeVos, to the full Senate for a confirmation vote. The Senate Energy and Natural Resources Committee quickly approved former Texas Gov. Rick Perry as Energy secretary by 16-7, and Rep. Ryan Zinke, R-Mont., to head Interior by 16-6. And the full Senate easily confirmed Elaine Chao to become transportation secretary by a 93-6 vote. Chao was labor secretary under President George W. Bush, and is wife of Senate Majority Leader Mitch McConnell, R-Ky. Just before the Finance committee was scheduled to vote on Price and Mnuchin, Democrats called a briefing for reporters and announced their plan to force a delay. Sen. Debbie Stabenow, D-Mich., said Price and Mnuchin would hold positions “that directly affect peoples’ lives every day. The truth matters.” Finance Committee Chairman Orrin Hatch, R-Utah, accused Democrats of “a lack of desire to fulfill their constitutional responsibilities.” “They ought to stop posturing and acting like idiots,” he said. In 2013 when Democrats controlled the Senate, Republicans boycotted a committee vote on Gina McCarthy to head the Environmental Protection Agency, temporarily stalling it. Democrats cited one report in The Wall Street Journal that Price received a special, discounted offer to buy stock in a biomedical company, which contradicted his testimony to Congress. They said another report in The Columbus Dispatch showed documents revealing that Mnuchin had not been truthful with the Senate in the confirmation process in comments about how his bank OneWest had handled home foreclosures. Republicans have supported both men, and both have strongly defended their actions. Democrats have opposed Price, a seven-term congressional veteran, for his staunch backing of his party’s drive to scuttle Obama’s health care law and to reshape Medicare and Medicaid, which help older and low-income people afford medical care. They’ve also assailed Price for buying stocks of health care firms, accusing him of using insider information and conflicts of interest for backing legislation that could help his investments. Price says his trades were largely managed by brokers and that he’s followed congressional ethics rules. Democrats have criticized Mnuchin for not initially revealing nearly $100 million in assets, and were expected to vote against both nominees. They’ve also accused him of failing to protect homeowners from foreclosures and criticized him for not initially disclosing all his assets. DeVos, a wealthy GOP donor and conservative activist, has long supported charter schools and allowing school choice. That’s prompted opposition from Democrats and teachers’ unions who view her stance as a threat to federal dollars that support public education. Critics have also mocked her for suggesting that guns could be justified in schools to protect students from grizzly bears. Two prominent Republicans on the education committee, Sens. Susan Collins of Maine and Lisa Murkowski of Alaska, said they remained uncertain if they will vote for her on the Senate floor. Grand Old Party? Donald Trump remaking GOP in his image
For eight years, a leaderless Republican Party has rallied around its passionate opposition to President Barack Obama and an unceasing devotion to small government, free markets and fiscal discipline. No more. On the eve of his inauguration, Donald Trump is remaking the party in his image, casting aside decades of Republican orthodoxy for a murky populist agenda that sometimes clashes with core conservative beliefs. Yet his stunning election gives the GOP a formal leader for the first time in nearly a decade. The New York real estate mogul becomes the face of the party, the driver of its policies and its chief enforcer. Despite their excitement, Republican loyalists across the country concede that major questions remain about their party’s identity in the age of Trump. The simple answer: The modern-day Republican Party stands for whatever Trump wants it to. “He’s a sometime-Republican,” American Conservative Union Chairman Matt Schlapp said. “Donald Trump was elected without having to really put all the details out on all these questions. We are going to see in the first six months how this plays out. Does government get bigger or does it get smaller?” Trump is eyeing a governing agenda that includes big-ticket items that Schlapp and other conservative leaders would fight against under any other circumstances. Yet some see Trump’s agenda as more in line with the concerns of average Americans, which could help the party’s underwhelming public standing and keep them in power. The president-elect initially promised a massive infrastructure spending bill to update the nation’s roads and bridges, an investment that could dwarf the infrastructure spending Republicans opposed when it appeared in Obama’s 2009 stimulus package. Trump has also vowed to put the federal government in the child care business by allowing parents to offset child care costs with tax breaks. And he has railed against regional trade deals and threatened to impose tariffs on some imports, a sharp break from the free-market approach that has defined Republican policies for decades. “From a policy perspective, he might be one of the more flexible Republican presidents. He’s just not encumbered with 30 years of Republican ideology,” said veteran Republican operative Barry Bennett, a former Trump adviser. “If there’s a win involved, he’s interested,” Bennett said. Republicans in Congress and elsewhere have expressed some hesitation, but most appear to be willing to embrace the incoming president’s priorities — at least at first. There are indications that Trump may initially avoid issues that would divide his party. That’s according to Trump’s incoming chief of staff, Reince Priebus, who said in a recent radio interview that the new administration will focus in its first nine months on conservative priorities like repealing Obama’s health care law and rewriting tax laws. In a postelection interview with The New York Times, Trump acknowledged that he didn’t realize during the campaign that New Deal-style proposals to put people to work building infrastructure might conflict with his party’s small-government philosophy. “That’s not a very Republican thing — I didn’t even know that, frankly,” Trump said. Trump’s confusion can be forgiven, perhaps, given his inexperience in Republican politics. He was a registered Democrat in New York between August 2001 and September 2009. And once he became a Republican, his political views were shaped from his perch in New York City, where the Republican minority is much more liberal — particularly on social issues — than their counterparts in other parts of the country. Trump said he was “fine” with same-sex marriage in a postelection interview in November, for example. And while he opposes abortion rights, he supported Planned Parenthood’s non-abortion-related women’s health services throughout his campaign. It’s unclear how aggressively Trump will fight for his priorities, but there are signs that he’s not expected to have much tolerance for detractors in either party. He has been remarkably thin-skinned, using Twitter to jab critics like former President Bill Clinton, “Saturday Night Live” and a little-known union official from Indiana. “You cross him at your peril,” said Rick Tyler, a Republican strategist who worked for Texas Sen. Ted Cruz‘s GOP presidential bid. Tyler said Trump’s leadership style as he prepares to enter the Oval Office sends a clear message: “Unless you move in my way, I’ll make your life, including Republicans, pretty miserable.” At the same time, the public’s perception of the Republican Party seems to be improving, albeit modestly. A NBC/Wall Street Journal Poll conducted in December found that 37 percent of Americans have a positive rating of the GOP compared to 36 percent who have an unfavorable view. That’s slightly better than the Democratic Party, which earns positive marks from 34 percent and negative from 42 percent. Before Trump’s rise, the Republican Party’s message didn’t necessarily resonate with the needs of “everyday Americans,” said veteran Republican strategist Alex Conant. “The challenge for the party now is to adopt policies that fulfill those needs. And we have a lot of work to do on that front,” Conant said. Chief of staff Reince Priebus? Some Donald Trump loyalists still dubious
When President-elect Donald Trump tapped Reince Priebus as his chief of staff, Republican leaders cheered the prospect of a close ally having a top White House job. But as Priebus tries to wield his influence and bring more structure to the president-elect’s freewheeling political organization, he’s frustrating some longtime Trump allies who see him as too conventional a pick for an unconventional president. Others fear being left behind as Priebus fills out West Wing jobs. The dismay over Priebus stems in part from a belief among some Trump loyalists that the outgoing Republican National Committee chairman expected Trump to lose the election. They resent the president-elect “rewarding people who thought he wasn’t going to win,” according to one top adviser. Still, Priebus appears to have Trump’s trust. He’s been given wide authority to name senior White House staff, according to people involved in the transition, and in shaping the decision on who will succeed him at the RNC, though deliberations over that post continue. “Reince Priebus has done an outstanding job,” Trump said in a statement to The Associated Press. “All you have to do is look at all of the Republican victories and one in particular.” If Trump runs his White House like past presidents — and that’s hardly a sure thing — Priebus, 44, could hold enormous sway over what issues reach the Oval Office. Chiefs of staff also typically control who has access to the president — no easy task given Trump’s penchant for consulting a wide network of associates before making key decisions. Priebus, a Wisconsin native and father of two young children, comes to the White House with no significant experience in foreign and domestic policy. He has close ties with House Speaker Paul Ryan and other GOP congressional leaders. And he’s seen by those who have worked with him previously as a well-organized manager with little appetite for drama. “One of the things he’ll bring to the White House is an ability to work well with people, to be inclusive, not to get in to intrastaff squabbles,” said Henry Barbour, an RNC member and Priebus ally. Yet internal squabbling and competing factions are a hallmark of Trump’s political and business organizations. He cycled through three campaign managers during his White House run, with the feuds that led up to each shake-up playing out messily in the media. In tapping Priebus as chief of staff, Trump appeared to be setting up another rivalry. He put Steve Bannon, the controversial conservative media executive, at the White House as a senior adviser and called him an equal partner with Priebus. Trump’s influential son-in-law, Jared Kushner, is also weighing a White House role, but will remain a personal power center even without a formal position. Transition officials say Priebus and Bannon have a respectful relationship, and there’s no outright control struggle underway. But Trump’s deliberation over whom to name as secretary of state is seen as an indicator of a tug-of-war, with Bannon among those said to be against Mitt Romney. Priebus is seen as an advocate for Romney and was notably the only adviser who joined Trump for a private dinner with the 2012 GOP presidential nominee. Several Trump advisers described Priebus’ role only on the condition of anonymity in order to speak candidly about the chief of staff. Josh Bolten, who served as President George W. Bush‘s final chief of staff, said he was concerned by the description of Bannon as Priebus’ equal. While presidents usually have multiple influential advisers, Bolten said, it’s imperative for the lines of authority to be clear. “If that were to mean that there’s more than one chief of staff, that’s a recipe for disaster,” Bolten said. Bolten is among several former chiefs of staff Priebus has consulted since the election. He’s spoken at least twice with Denis McDonough, President Barack Obama‘s chief of staff, as recently as last week. Priebus was frequently by Trump’s side in the final weeks of the campaign. After the release of a videotape in which the businessman was heard bragging about predatory behavior with women, Priebus stood by Trump and made clear the RNC would not abandon the party’s nominee. But some Trump advisers contend Priebus and the RNC believed he would lose the election. Indeed, on the Friday before Election Day, top party officials told reporters their data showed Trump falling short by about 30 electoral votes. Some Trump advisers have also blamed Priebus for the messy spectacle around the president-elect’s interview with The New York Times. Trump accused the Times of changing the terms of the interview and tweeted that he would cancel. Then the Times said the terms had not changed, and the interview was back on. One person involved in the situation said it was Priebus who incorrectly led Trump to believe the Times had changed the terms of the interview. “No matter how loyal the overall collection of personalities is to the president, there are always internal rivalries and tugging and pulling,” said John Sununu, who served as chief of staff to President George H.W. Hillary Clinton lining up policy priorities for 2017, if she wins
Hillary Clinton‘s advisers are crafting a domestic policy agenda for the opening months of a potential presidency that is centered on three issues with some level of Republican support: an infrastructure package that emphasizes job creation, criminal justice reform, and immigration legislation — with the promise of quick executive action if a bill fails in Congress. Clinton’s campaign aides and transition team have been emphasizing the trio of priorities in conversations with lawmakers and advocacy groups, according to several people involved in those discussions. While Clinton has spoken frequently about each subject in campaign appearances, her advisers’ discussions provide new insight into how the Democrat might approach her first months in the White House, should she defeat Donald Trump on Nov. 8. People with knowledge of Clinton’s planning insisted on anonymity because they were not authorized to discuss the private conversations publicly. Clinton campaign officials would not comment on the emerging agenda, saying Clinton is focused squarely on defeating Trump and helping Democrats take control of the Senate, which would improve her chances of securing passage of her policy priorities. “Anyone who thinks that our candidate or the campaign is focused on the transition is mistaken,” said Jennifer Palmieri, Clinton’s communications director. “Hillary Clinton is superstitious.” Clinton has led national and battleground state polls in recent weeks, though Trump sees a new FBI email inquiry as an opening to overtake the Democrat in the election’s closing days. If Clinton wins, immigration is expected be among the most complex domestic policy issues she hopes to tackle in 2017. Some Republican leaders, desperate to boost their party’s appeal with Hispanics, have backed legislation, but the party’s right wing keeps resisting, and may be more emboldened by the popularity of Trump’s hardline immigration policies with some GOP voters. Clinton’s team has actively looked for ways to avoid the traps that have sunk President Barack Obama‘s bid for an immigration overhaul in 2013. Sweeping legislation that included a path to citizenship for millions of people illegally in the U.S. passed the Senate that year, but Republican leaders in the House refused to put the measure up for a vote. Advocacy groups have discussed with Clinton aides the prospect of pushing the House to act on immigration first this time around, testing the will of a chamber that is expected to stay in Republican hands. However, that approach is largely contingent on Paul Ryan remaining speaker of the House. The Wisconsin lawmaker has spoken favorably of the need to address the nation’s fractured immigration laws. But he may face an internal revolt that forces him out of his leadership post, given the anger among some House Republicans over his lukewarm support for Trump during the general election. Asked whether Ryan would be willing to work with Clinton on immigration legislation, spokeswoman AshLee Strong said: “Speaker Ryan is focused on beating Democrats in November, including Hillary Clinton.” In another break from Obama’s immigration strategy, Clinton aides have signaled plans to wield the threat of executive action more aggressively during the legislative process. Obama spent years insisting only Congress could change immigration laws, though he later took executive actions to keep millions of people in the U.S. illegally from deportation. “We’re long past time when a president can simply say, I really supported (immigration reform), but Congress didn’t do it,” said Clarissa Martinez De Castro of the National Council of La Raza, a group that advocates immigration reform. Some of Obama’s executive actions on immigration have been challenged in the courts. The Supreme Court, which is down one justice, deadlocked 4-4 on a decision about the legality of the executive actions. If Clinton is elected, she would presumably nominate a ninth justice inclined to uphold the measures. Beyond the pitched battle potentially ahead on immigration, it’s clear Clinton’s team is looking for ways she could court bipartisan support for other policies. Clinton aides have been telling Democrats that she plans to push swiftly for a package of criminal justice reforms, seizing on an issue with broad Republican backing. She could ask lawmakers to pick up a package of reforms that stalled in the Senate earlier this fall, legislation aimed at reducing mandatory minimum sentences for some non-violent offenders and reducing the money the U.S. spends on incarcerations. “There’s going to be a very important effort for bipartisan cooperation together on this,” Clinton said of criminal justice reform in a radio interview Thursday. Advisers say Clinton does not view gun control, a more politically risky issue even among some Democratic members of Congress, as part of a criminal justice package. Clinton’s other main priority should she win appears to be moving swiftly on a multibillion-dollar infrastructure package aimed at boosting economic growth and creating jobs. She’s proposed spending $275 billion on new road, sewer and other infrastructure projects. Republicans are broadly supportive of infrastructure investments. But as with the numerous fiscal fights between Obama and congressional Republicans, paying for the spending bill could become a point of contention. Clinton’s plan states that “business tax reform” would finance her agenda, which would include $250 billion in direct funding over five years and $25 billion to seed an infrastructure bank. While the details of the tax reforms are unclear, New York Sen. Chuck Schumer has said the money could come from letting companies pay a lower tax rate on their overseas earnings. Donald Trump team says ‘we are behind’ but can still win the race
Donald Trump‘s campaign bluntly acknowledged Sunday that the real estate mogul is trailing Hillary Clinton as the presidential race hurtles toward a close, but insisted he still has a viable path to win the White House. With barely two weeks left and early voting underway in most of the U.S., Trump’s team said “the race is not over” and pledged to keep campaigning hard — even in states like Virginia and Pennsylvania that polls show are now trending Clinton’s way. Campaign manager Kellyanne Conway laid out a path to the requisite 270 electoral votes that goes through make-or-break states Florida, Iowa, North Carolina and Ohio. “We are behind. She has some advantages,” Conway said Sunday. Yet she argued that Clinton’s advantages — like a slew of bold-name Democrats campaigning for her — belied her lack of true support. “The current president and first lady, vice president, all are much more popular than she can hope to be.” Added Republican National Committee Chairman Reince Priebus: “We expect to win.” Yet even as Clinton appeared to be strengthening her lead, her campaign was careful not to declare premature victory. “We don’t want to get ahead of our skis here,” said Clinton campaign manager Robby Mook. He said the “battleground states” where both candidates are campaigning hardest “are called that for a reason.” As part of his closing message, Trump was laying out an ambitious agenda for his first 100 days as president. Yet he undermined his own attempt to strike a high-minded tone on policy issues when he announced in the same speech that he planned to sue the numerous women who have accused him of groping and other unwanted sexual behavior. “All of these liars will be sued once the election is over,” Trump said Saturday during an event near the Civil War battlefield of Gettysburg. He added: “I look so forward to doing that.” Asked about Trump’s remarks, Clinton told reporters between rallies Saturday in Pittsburgh and Philadelphia that she was done responding to what her Republican opponent is saying as Election Day nears and would instead focus on helping elect other Democrats. A day earlier, Clinton attacked Pennsylvania’s Republican senator, Pat Toomey, saying in Pittsburgh that he has refused to “stand up” to Trump as she praised his Democratic challenger, Katie McGinty. Noting Trump’s comments about Mexican immigrants and his attacks on a Muslim-American military family, she said of Toomey: “If he doesn’t have the courage to stand up to Donald Trump after all of this, then can you be sure that he will stand up for you when it counts?” Clinton rejected Trump’s allegation, offered without evidence, that the dozen or so women who have come forward are being prompted by her campaign or the Democratic National Committee. The accusers emerged after the former reality TV star boasted of kissing women and groping their genitals without their consent. “These accusations are not coming from our campaign,” Mook said. On Saturday, an adult film actress said the billionaire kissed her and two other women on the lips “without asking for permission” when they met him after a golf tournament in 2006. Trump has denied that all the other allegations, while insisting some of the women weren’t attractive enough for him to want to pursue. “He’s been waterboarded by these issues,” said former Arizona Gov. Jan Brewer, a Trump supporter, lamenting the “oppression” of her candidate in the media. Though mostly a recap of policies he’s proposed before, Trump’s speech included a few new elements, such as a freeze on hiring new federal workers and a two-year mandatory minimum sentence for immigrants who re-enter the U.S. illegally after being deported a first time. In a pledge sure to raise eyebrows on Wall Street, he said he’d block a potential merger between AT&T and media conglomerate Time Warner. Throughout the GOP primary, Trump was criticized for shying away from detailed policy proposals. But his speech, which aides said would form the core of his closing argument to voters, underscored how the billionaire has gradually compiled a broad — if sometimes vague — policy portfolio that straddles conservative, isolationist and populist orthodoxies. For Hillary Clinton, election likely to be won or lost in October
Each night, Hillary Clinton‘s data experts head to a conference room on the 11th floor of her Brooklyn headquarters, to start counting votes. The sessions in the “early voter boiler room,” as it’s been dubbed by campaign aides, stretch into the early hours of the morning. The team pores over turnout patterns in states where advance voting is already underway, projects how many votes Clinton and Republican Donald Trump have already received, and updates crucial targeting lists of the voters she still needs. For Clinton, October is when she’s likely to win or lose the election, not Nov. 8. By the third week of this month, Clinton’s campaign hopes to have a solid enough sample of the early vote to know whether the Democrat is on track to win the White House. “Many battleground states are already voting so every day is Election Day,” said Matt Dover, Clinton’s voter analytics director. In several competitive states, including North Carolina, Iowa, Colorado, Florida and Nevada, at least 45 percent of the total vote is expected to come in early. Initial metrics show good news for Clinton in North Carolina, a must-win state for Trump. There are modestly positive signs for the Republican in Iowa, but that’s a state the Democrat can likely afford to lose. The Republican National Committee, which oversees early voting and turnout operations for Trump, is also encouraging supporters to take advantage of opportunities to cast ballots before Nov. 8. The party has significantly stepped up its analytics and voter-targeting operations since being outmatched by Democrats in the past two presidential elections, but the 2016 race is the first test of its strength in a national election. Despite improvements, the RNC system was always intended to be a complement to whatever operations the eventual GOP nominee brought to the table. Trump arrived in the general election with intense enthusiasm among his core supporters but few ways to harness it into trackable voter data. Unlike Clinton, whose travel schedule is being built around voter registration deadlines and the start of early voting in key states, Trump’s battleground stops haven’t been pegged to those benchmarks. However, there is a noticeably more robust registration effort at Trump rallies and the candidate himself is making explicit early voting appeals to supporters. “Get those ballots in because the only way this is going to be taken away (is) if we’re foolish or if we let people take it away from us,” Trump said Monday during a rally in Colorado. “I hate to interrupt my speech with these minor details but they’re very important, right?” Republicans traditionally do well initially with mail-in absentee balloting before Democrats surpass them during in-person early voting. That makes the start of in-person voting a key indicator as to whether core Democratic constituencies, such as young people and non-whites, show up. “For me, voting early is a matter of convenience, and if I don’t do it I’m unlikely to vote at all,” said Joseph Wozniak, 23, of Macon, Georgia. A recent college graduate who declined to say who he is supporting in the election, Wozniak is working on early vote efforts for the non-partisan organization Democracy Works. Thirty-seven states allow voting with little restriction before Election Day, either in person or via mail. By the third week in October, 34 of those states will be voting. Iowa was the first of the battlegrounds to start in-person voting last Thursday. Of the 39,435 people who have cast ballots, 58 percent were Democrats and 25 percent were Republicans — but that was much closer than in 2012. In North Carolina, buoyed by strong voter interest, Clinton appears to hold an edge with Democratic ballots submitted so far currently leading Republican ones, 40 to 35 percent. At this point in 2012, Republicans had opened a wide lead over Democrats in ballots, due in part to strong support among older whites. For 2016, Clinton officials pointed in particular to a 13 percent increase in African-American and a 40 percent jump in Latino mail-in ballot requests. To them, it’s a hopeful sign that non-whites and young people will be engaged this election, part of a shift in campaign strategy to more strongly mobilize less reliable, sporadic voters first. Still, the campaign said it will have a much clearer picture once in-person voting begins in the state on Oct. 20. Similarly in Florida, absentee balloting began only Tuesday, but already more than 2.5 million people — nearly one-third of the total number of votes cast in 2012 — have requested ballots. In-person voting doesn’t begin until Oct. 24, so state Democrats are now strongly urging voters to vote by mail — including in a letter from President Barack Obama paid for by the party. “In Florida, voting is easier than ever because now you can vote by mail,” he writes. “It’s the fastest and most convenient way to make your voice heard.” In Obama’s historic 2008 race, he ran up such big early voting advantages in four battlegrounds — Colorado, Florida, Iowa and North Carolina — that his rival, John McCain, couldn’t catch up, despite winning the Election Day vote in those states, according to AP data. The Latest on the first of three presidential debates between Democrat Hillary Clinton and Republican Donald Trump (all times EDT): 10:45 p.m. Both candidates concluded the first presidential debate by saying they will accept the outcome if the other wins. Hillary Clinton spoke directly to viewers and said, “It’s not about us, it’s about you.” Donald Trump initially dodged the same question, saying he would make a “seriously troubled” America “great again.” He added: “I’m going to be able to do it. I don’t believe Hillary Clinton will.” But Trump finished his answer by saying that if Clinton wins, “I will absolutely support her.” ___ 10:43 p.m. Hillary Clinton is punching back at Donald Trump’s assertions that she doesn’t have the “stamina” to be president. Trump has questioned whether Clinton has the physical fitness to be president and he repeated the criticism to her directly during the debate. Clinton’s response? Trump shouldn’t talk about stamina until he’s tried out the busy schedule she kept up as secretary of state. Trump didn’t answer moderator Lester Holt’s original question about his past comments that Clinton doesn’t have the “presidential look.” Clinton suggested the remarks were about gender, and she reminded the crowd of Trump’s past comments calling women “pigs” and other derogatory names. ___ 10:42 p.m. Donald Trump says NATO needs to “go into the Middle East with us” to combat the Islamic State group. And he is taking credit for NATO focusing resources on combating terrorism. In fact, the alliance agreed in July to contribute aircraft and conduct training in Iraq and has increased intelligence coordination there. And NATO set up an anti-terrorism program in 2004 — years before Trump criticized them as a presidential candidate. Earlier this year, Trump criticized NATO for not focusing on terrorism. He said that afterward, he saw an article reporting that NATO was opening a new, major anti-terrorism division. He said Tuesday that NATO’s action was “largely because of what I was saying, and my criticism of NATO.” ___ 10:40 p.m. Donald Trump is avoiding a specific declaration on how he would use nuclear weapons if he’s elected president. The Republican nominee said during the first presidential debate that he “would not do first strike” because “once the nuclear alternative happens, it’s over.” That statement suggests he would not authorize a nuclear attack unless the U.S. was struck first. But in the same answer Trump said he “can’t take anything off the table.” He mentioned adversary nations such as North Korea and Iran. President Barack Obama has considered changing existing policy to state clearly that the United States would not deploy nuclear weapons without first being attacked by nuclear weapons. But he met resistance and has elected not to make such a shift. ___ 10:38 p.m. Hillary Clinton is accusing Donald Trump of being too easily provoked to keep the United States from going to war — perhaps even one involving nuclear weapons. Trump says: “I have much better judgment than she does. I have much better temperament.” That drew laughs from some in the debate crowd, and prompted Clinton to exclaim: “Woo! OK!” Clinton then pivoted to policy, defending the U.S.-led war in Afghanistan. Clinton said Iran was “weeks away” from a nuclear bomb when she became secretary of state — and says the Obama administration thwarted that progress. She continued that Trump didn’t have “good judgment or the right temperament” because he could take the country to war over small issues, like being mocked on Twitter. ___ 10:35 p.m. Donald Trump is continuing to insist he opposed the Iraq War before the U.S. invasion despite evidence to the contrary. Trump says during the debate that he “did not support the war in Iraq,” calling that charge “mainstream media nonsense.” But there is no evidence Trump expressed public opposition to the war before the U.S. invaded. Trump was asked in September 2002 whether he supported a potential Iraq invasion in an interview with Howard Stern. Trump briefly hesitated, then responded: “Yeah, I guess so.” Presented with the comment during the debate, Trump responds: “I said very lightly, I don’t know, maybe, who knows.” He’s also telling reporters to call Fox News host Sean Hannity to confirm private conversations he said they had about the war. Hannity is a top Trump supporter. Clinton voted in favor of the invasion in 2002 while she was a New York senator. She has since said it was a mistake. ___ 10:27 p.m. Donald Trump is interrupting the moderator of the first presidential debate to insist he has the best temperament for the office. Trump repeatedly made the assertion after clashing with moderator Lester Holt over his early support for the Iraq War. Then he segued to his temperament. “I think my strongest asset by far is my temperament,” Trump said. “I know how to win.” Clinton and her allies have repeatedly hit Trump over his temper and inability to take criticism. ___ 10:23 p.m. Hillary Clinton says one key to fighting terrorism in the United States is working closely with Muslims living here. Clinton says Donald Trump has “consistently insulted Muslims abroad, Muslims at home.” She says Muslim people can provide information that law enforcement may not be able to obtain anyplace else. Both candidates were asked to explain how they would combat terrorism in the U.S. Clinton says her plan includes an intelligence surge to obtain “every scrap of information” and to “do everything we can to vacuum up intelligence from Europe, from the Middle East.” ___ 10:20 p.m. Hillary Clinton says defeating the Islamic State group and taking out its leaders would be a top priority as president. Clinton says she’s hopeful the Islamic State group would be pushed out of Iraq by the end of the year. She says the U.S. could then help its allies “squeeze” the terrorist group in Syria. Clinton says she would do everything possible to take out the group’s leaders, and make that one of her administration’s organizing principles
