Democrats push ahead with short-term bill to avoid shutdown

Democrats controlling the House are steering clear of controversy in a short-term, government-wide spending measure that’s needed to prevent a government shutdown at the end of September. House Speaker Nancy Pelosi has agreed to a White House request to replenish funds for bailout payments to farmers absorbing heavy losses as a result of President Donald Trump’s trade battles with China. She has also rejected suggestions from House liberals to try to use the must-pass stopgap measure to try to reverse the president’s controversial moves to raid military base construction projects to pay for the border wall, The temporary spending bill would keep the government running through Nov. 21 and is to be released Tuesday. House and Senate votes are expected well in advance of the Sept. 30 deadline to avert a shutdown, though its release remained held up over a relatively a relatively minor but complicated set of issues. The Senate, meanwhile, remains wrapped around the axle in its efforts to advance the 12 annual spending bills that would fill in the blanks of this summer’s bipartisan budget and debt deal. Majority Leader Mitch McConnell, Republican-Kentucky, has set up a procedural vote for Wednesday on a huge measure to fund the Pentagon, foreign aid, and domestic agencies like the energy and education departments, but Democrats appear likely to filibuster the measure to protest what they say is a raid on health and education programs to pay for more border wall projects. Next steps are unclear at best, and fears are growing that most of the government, including the Defense Department, will have to run on autopilot at current funding levels. “Of course Democrats oppose taking funds from Congress for our military to use on the president’s border wall. Everyone knows that,” Schumer said Tuesday. “McConnell has been accusing Democrats of threatening to block military funding because we don’t want to pass a bill that steals money from the military.” The maneuvering highlights the precarious nature of the summer’s bipartisan budget pact, which combined a two-year increase in the national debt with a set of new spending “caps” to prevent the return of automatic, across-the-board spending cuts to both the Pentagon and domestic federal agencies. In that agreement, both sides promised to steer clear of controversial provisions that, if included in the bills, would be so politically nettlesome that they would derail the entire process. But Sen. Patty Murray, Democrat-Washington, upset that education and health programs within her jurisdiction have been shortchanged and angry over a new Trump administration rule banning family planning providers that accept federal funds from counseling women about their abortion options, threatened an amendment to reverse the administration’s abortion “gag rule.” McConnell said Murray’s amendment — it would have likely passed the Appropriations Committee over opposition from GOP conservatives and the president — would violate the agreement to avoid politically toxic “poison pills,” and the typically bipartisan appropriations process in the Senate ran aground. A top Senate Democrat, Dick Durbin of Illinois, said that Democrats want allocations they consider to be fairer to social programs and agreements on plotting floor consideration of legislation so they are not at a disadvantage in fighting for their priorities. “We get those things and the poison pills start drifting away,” Durbin said. The Senate Appropriations Committee on Tuesday did approve three bipartisan bills funding transportation and housing, the IRS and the Treasury Department, and agriculture programs. The stopgap measure to fund the government is aimed at buying time for action and negotiations on $1.4 trillion in annual appropriations bills. Some items can’t wait and will be included, like accelerated funding for the 2020 census and $20 million to combat Ebola in Africa. Since the temporary spending bill is the only must-do legislation on the immediate horizon, lawmakers are using it as a locomotive to haul other priorities into law. That bundle of provisions, negotiated behind closed doors, offers plenty of evidence of Capitol Hill’s chronic dysfunction. It’s not just that the Democratic-controlled House and GOP-held Senate can’t agree on big issues like infrastructure, guns and health care. They also can’t agree on lower-tier items that typically pass by wide margins, such as short-term extensions of the federal flood insurance program and the Export-Import Bank, which helps finance export deals important to large manufacturers such as The Boeing Co. The House and Senate banking committees are responsible for legislation to reauthorize both the Export-Import Bank and the flood insurance program, which is particularly important to the real estate sector in coastal areas. But there’s been no progress, so temporary extensions of the two programs have been attached to the interim spending bill. Democrats are deferring a showdown over Trump’s border wall, which sparked a 35-day partial government shutdown at the turn of the year. Democratic leaders opted against trying to use the bill as a way to take on Trump controversies like cutting military base projects to pay for his U.S.-Mexico border wall. But they’re not granting Trump any favors, either, denying provisions such as the flexibility to build new border wall segments. A new bipartisan report by the Senate’s Permanent Subcommittee on Investigations released Tuesday found that this year’s shutdown and a more widespread 2013 shuttering of federal agencies cost taxpayers about $4 billion, mostly for back pay for workers who did not work during the shutdowns. Almost 57,000 years of worker productivity were lost, according to the report by Sens. Rob Portman, Republican-Ohio, and Tom Carper, Democrat-Delaware, contributing to piled-high trash at national parks, a suspension of consumer product safety inspections at U.S. ports, and delayed certifications for new aircraft. It’s not just about President Donald Trump’s border wall. The border security issues that sparked a 35-day government shutdown are but one element of a massive $330 billion-plus spending measure that wraps seven bills into one, funding nine Cabinet agencies, including the departments of Justice, State, Agriculture, and Commerce. It also contains a variety of other provisions, touching on Medicaid, pesticides and even the permitted length of sugar beet trucks in rural Oregon. While full details haven’t been released, highlights are expected to include: A BILLION HERE, A BILLION THERE Most of the bill deals with spending minutia such as a $1 billion increase to gear up for the 2020 census, an almost 4 percent budget increase for NASA and an $11.3 billion budget for the IRS. Most agencies are kept relatively level compared to last year, and the measure rejects big spending cuts — such as a $12 billion cut to foreign aid and the State Department — proposed by Trump. ___ FEDERAL EMPLOYEE PAY Trump has proposed a pay freeze for civilian federal employees, but the measure would guarantee those workers a 1.9 percent increase, according to No. 2 House Democrat Steny Hoyer of Maryland. The military got a 2.6 percent increase in legislation that passed Congress last year. ___ FLOOD INSURANCE The government’s troubled federal flood insurance program would be extended through Sept. 30 to give lawmakers time to reauthorize the program. The program expired last year but has been temporarily extended in order to avert disruptions in the housing market. ___ ODDS AND ENDS Since the bill is a must-pass vehicle, it’s serving as a locomotive to pull a host of miscellaneous provisions into law. There’s an extension of a Medicaid provision on home- and community-based nursing care, grants for the poor under the Temporary Assistance for Needy Families program and funding fixes to a trust fund that finances dredging and maintenance or ports and harbors. Budget deal allows far less money than Donald Trump wanted for wall

Congressional negotiators reached agreement to prevent a government shutdown and finance construction of new barriers along the U.S.-Mexico border, overcoming a late-stage hang-up over immigration enforcement issues that had threatened to scuttle the talks. Republicans were desperate to avoid another bruising shutdown. They tentatively agreed Monday night to far less money for President Donald Trump’s border wall than the White House’s $5.7 billion wish list, settling for a figure of nearly $1.4 billion, according to congressional aides. The funding measure is through the fiscal year, which ends on Sept. 30. It’s not clear whether Trump will support the deal, although GOP negotiators said they were hopeful. The agreement means 55 miles (88 kilometers) of new fencing — constructed through existing designs such as metal slats instead of a concrete wall — but far less than the 215 miles (345 kilometers) the White House demanded in December. The fencing would be built in the Rio Grande Valley in Texas. “With the government being shut down, the specter of another shutdown this close, what brought us back together I thought tonight was we didn’t want that to happen” again, said Senate Appropriations Committee Chairman Richard Shelby, Republican-Ala. Details won’t be officially released until Tuesday, but the pact came in time to alleviate any threat of a second partial government shutdown this weekend. Aides revealed the details under condition of anonymity because the agreement is tentative. “Our staffs are just working out the details,” said House Appropriations Committee Chairwoman Nita Lowey, Democrat-N.Y. The pact also includes increases for new technologies such as advanced screening at border entry points, humanitarian aid sought by Democrats, and additional customs officers. This weekend, Shelby pulled the plug on the talks over Democratic demands to limit immigrant detentions by federal authorities, frustrating some of his fellow negotiators, but Democrats yielded ground on that issue in a fresh round of talks on Monday. Asked if Trump would back the deal, Shelby said: “We believe from our dealings with them and the latitude they’ve given us, they will support it. We certainly hope so.” But Fox News Channel’s Sean Hannity, a Trump ally, said the barrier money in the agreement was inadequate. He warned late Monday that “any Republican that supports this garbage compromise, you will have to explain.” Trump traveled to El Paso, Texas, for a campaign-style rally Monday night focused on immigration and border issues. He has been adamant that Congress approve money for a wall along the Mexican border, though he no longer repeats his 2016 mantra that Mexico will pay for it, and he took to the stage as lawmakers back in Washington were announcing their breakthrough. “They said that progress is being made with this committee,” Trump told his audience, referring to the congressional bargainers. “Just so you know, we’re building the wall anyway.” Democrats carried more leverage into the talks after besting Trump on the 35-day shutdown but showed flexibility in hopes on winning Trump’s signature. After yielding on border barriers, Democrats focused on reducing funding for detention beds to curb what they see as unnecessarily harsh enforcement by Immigration and Customs Enforcement, or ICE. The agreement yielded curbed funding, overall, for ICE detention beds, which Democrats promised would mean the agency would hold fewer detainees than the roughly 49,000 detainees held on Feb. 10, the most recent date for which figures were available. Democrats claimed the number of beds would be ratcheted down to 40,520. But a proposal to cap at 16,500 the number of detainees caught in areas away from the border — a limit Democrats say was aimed at preventing overreach by the agency — ran into its own Republican wall. Democrats dropped the demand in the Monday round of talks, and the mood in the Capitol improved markedly. Trump met Monday afternoon with top advisers in the Oval Office to discuss the negotiations. He softened his rhetoric on the wall but ratcheted it up when alluding to the detention beds issue. “We can call it anything. We’ll call it barriers, we’ll call it whatever they want,” Trump said. “But now it turns out not only don’t they want to give us money for a wall, they don’t want to give us the space to detain murderers, criminals, drug dealers, human smugglers.” The recent shutdown left more than 800,000 government workers without paychecks, forced postponement of the State of the Union address and sent Trump’s poll numbers tumbling. As support in his own party began to splinter, Trump surrendered after the shutdown hit 35 days, agreeing to the current temporary reopening without getting money for the wall. The president’s supporters have suggested that Trump could use executive powers to divert money from the federal budget for wall construction, though he could face challenges in Congress or the courts. The negotiations hit a rough patch Sunday amid a dispute over curbing ICE, the federal agency that Republicans see as an emblem of tough immigration policies and Democrats accuse of often going too far. According to ICE figures, 66 percent of the nearly 159,000 immigrants it reported detaining last year were previously convicted of crimes. Reflecting the two administration’s differing priorities, in 2016 under President Barack Obama, around 110,000 immigrants were detained and 86 percent had criminal records. Few convictions that immigrants detained last year had on their records were for violent crimes. The most common were for driving while intoxicated, drugs, previous immigration convictions and traffic offenses. The border debate got most of the attention, but it’s just part of a major spending measure to fund a bevy of Cabinet departments. A collapse of the negotiations would have imperiled another upcoming round of budget talks that are required to prevent steep spending cuts to the Pentagon and domestic agencies. Congressional bargainers traded offers and worked toward a border security compromise Friday that would avert a fresh federal shutdown and resolve a clash with President Donald Trump that has dominated the opening weeks of divided government. differences Both sides’ negotiators expressed optimism that an accord could be reached soon on a spending package for physical barriers along the Southwest border and other security measures. Participants said the agreement would all but certainly be well below the $5.7 billion Trump has demanded to build his proposed wall, and much closer to the $1.6 billion that was in a bipartisan Senate bill last year. “That’s what we’re working toward,” said Rep. Lucille Roybal-Allard, Democrat-Calif., one of the bargainers. Besides the dollar figure, talks were focusing on the type and location of barriers, participants said. Also in play were the number of beds the federal Immigration and Customs Enforcement agency could have for detained migrants, and how much aid for natural disaster relief would be included. Money for high-tech surveillance equipment and more personnel was also expected to be included. No one ruled out that last-minute problems could emerge, especially with Trump’s penchant for head-snapping turnabouts. But the momentum was clearly toward clinching an agreement that Congress could pass by next Friday. The next day, government agencies would have to close again for lack of money, if no deal is reached. Negotiator Rep. Chuck Fleischmann, Republican-Tenn., said the latest Democratic offer was “much more reasonable.” And Democratic bargainer Rep. Pete Aguilar of California said, “Each time an offer and a counter is going back and forth the number of open items is reducing. That is progress.” Rep. Mark Meadows, Republican-N.C., who leads the hard-right House Freedom Caucus, said he spoke Thursday night to Trump, who he said was in “wait and see” mode. Meadows said he expects an agreement to provide something closer to $1.6 billion. “I’m not optimistic it’ll be something the president can support,” Meadows said. A conservative House GOP aide said to back a deal, Freedom Caucus members wanted at least $2 billion for barriers and no restrictions on new construction, land acquisition or new types of barriers that could be built. The aide also said the agreement need not contain the term “wall” — a word that was a premier plank of Trump’s presidential campaign, and which Trump has lately alternated between embracing and abandoning. The person would talk only on condition of anonymity to describe private talks. Meadows’ assessment of Trump’s view clashed with one expressed Thursday by Sen. Richard Shelby of Alabama, the chief GOP bargainer. He described the emerging deal to Trump in the Oval Office and told reporters the session was “the most positive meeting I’ve had in a long time.” Shelby said that if the final agreement followed the outline currently under discussion, he believed Trump “would sign it.” Trump has modest leverage in the battle. Besides facing unified Democratic opposition, there is virtually no GOP support in Congress for another shutdown. When congressional talks began, Trump called them a “waste of time.” “They’ve got to come to a solution that actually does what they promised they would do, which is protect the American people,” White House spokesman Hogan Gidley said on Fox News. Trump faces an aggressive, Democratic-led House that is ramping up investigations into Russian involvement in his campaign and businesses and trying to get access to his income tax returns. But ending the border security fight would close one chapter that’s bruised him, including his surrender after a 35-day partial federal shutdown that he started by unsuccessfully demanding taxpayer money to build the border wall. Even with a deal, it was possible Trump might try using claims of executive powers to reach for more wall funding. That could spark votes by Congress to block him, which Trump could veto but would still inflict political damage. Sen. Lindsay Graham, Republican-S.C., said Thursday that an accord could be “a good down payment” and added, “There are other ways to do it and I expect the president to go it alone in some fashion.” Acting White House Chief of Staff Mick Mulvaney said on Fox News Channel’s “Hannity” on Wednesday, “If Congress won’t participate or won’t go along, we’ll figure out a way to do it with executive authority.” Members of both parties have expressed opposition to Trump bypassing Congress by declaring a national emergency at the border, a move that would be certain to produce lawsuits that could block the money. Lawmakers have grown accustomed to expecting the unexpected from Trump. Before Christmas, both parties’ leaders believed he’d support a bipartisan deal that would have prevented the recently ended shutdown, only to reverse himself under criticism from conservative pundits and lawmakers. “There’s a small light at the end of the tunnel,” said Sen. President Donald Trump and House Speaker Nancy Pelosi struck starkly different tones in their border security standoff Wednesday, as Trump planned a rally in a Texas border city he says exemplifies the need for a wall and Pelosi said she’d back any bipartisan deal congressional bargainers produce. The contrasting pathways — with Trump set to appear before raucous supporters and Pelosi signaling compromise — came with just over a week until a Feb. 15 deadline for negotiators to reach agreement or potentially face a renewed partial government shutdown. House-Senate bargainers say their talks have become increasingly substantive and some lawmakers — including Pelosi herself — expressed hopes that negotiators might produce an accord as soon as Friday. Participants said the two sides were narrowing differences in their talks. Rep. Chuck Fleischmann, Republican-Tennessee, a negotiator, said Democrats were showing some flexibility in the semantic dispute over the type of physical barriers they would accept while Republicans seemed potentially willing to limit where the structures might be built. “That basically sets the stage for a very reasonable, flexible negotiation,” he said. Other unresolved questions include the amount to be spent on border security, and whether — as Democrats have proposed — to reduce the number of detention beds for migrants available to the federal Immigration and Customs Enforcement agency, Fleischmann said. “If they come up with a bipartisan agreement, I’m happy to support it,” Pelosi, Democrat-California, told reporters. She said she hoped Trump would take “the same hands off” approach. Democrats have been in a position of strength in the talks, after Republicans lost House control in November’s elections, Trump forced a record 35-day federal shutdown and surrendered without getting $5.7 billion he’s demanded for a wall. Senate Majority Leader Mitch McConnell, Republican- Kentucky, has also given bargainers a green light to seek a deal that he’s said he hopes Trump would find “worth signing.” If Pelosi and McConnell embrace a bipartisan agreement, it could isolate Trump and pressure him to accept it without re-escalating the fight. Trump has threatened a new shutdown or a declaration of a national emergency to access other budget funds if he’s not satisfied with a deal — steps members of both parties oppose. Bargainers met Wednesday privately for nearly two hours with federal border patrol and customs officials to hear their recommendations on how to secure the Southwest border. But several lawmakers emerged with differing conclusions. No. 2 Senate Democratic leader Richard Durbin said lawmakers were told the top priority was technology that could screen vehicles for drugs or migrants at border ports of entry. “They don’t rule out barriers, they don’t rule out fencing, but that isn’t the first priority,” Durbin told reporters. But Sen. Richard Shelby, Republican- Alabama, said the officials suggested a three-pronged approach using barriers, technology and personnel. He said the closed-door session was constructive. “The dialogue is good. The tone is good. We’re talking about substance,” Shelby said. He also said that in a phone conversation with Pelosi, “I just said, ‘Look, can we reach a yes on this in any way or are we wasting our time.’ She said, ‘No, keep working together,’ and she would like to see a legislative solution, the sooner the better.” In comments that suggested a potential avenue for agreement, some lawmakers suggested that giving local officials a say would be pivotal. “We can probably get there on some sort of enhanced barriers with local input,” said another negotiator, Rep. Henry Cuellar, Democrat-Texas. Democrats have proposed spending as much as $1.6 billion for border security including some types of physical barriers, but it remains unclear how much more money they’d accept as part of a deal. Cuellar said $5.7 billion for the wall is “not going to happen.” Meanwhile, the White House said Trump will hold his first campaign rally of the year next Monday in El Paso, Texas. His campaign manager, Brad Parscale, tweeted that the rally will be held “less than 1000 feet from the successful border fence that keeps El Paso safe!” In his State of the Union address Tuesday, Trump cited El Paso as once having “extremely high rates of violent crime. He asserted that with its wall, “El Paso is one of the safest cities in our country.” In fact, El Paso has never been considered one of the nation’s most dangerous cities and its trends in violent crime mirror national swings. In 2005, the city had a murder rate of 2.5 for every 100,000 residents, compared with a national rate of 5.6. By 2010 after the wall was built, El Paso’s murder rate had dropped to 0.9 for every 100,000 residents, compared with a national average of 4.8. Rep. Veronica Escobar, Democrat-Texas, tweeted that “El Paso has been one of the safest cities in the nation long before the wall was built in 2008. #WallsDontWork.” “El Paso is safe due to its people, the good community relations with law enforcement, and the trust of all communities in our local institutions,” Fernando Garcia, executive director of the Border Network for Human Rights, said in a statement. “El Pasoans should be offended by the way the president used our community to advance his racist and xenophobic agenda.” Republished with permission from the Associated Press
Democrats make opening offer, with no money for Donald Trump’s wall

Democrats in the House offered a border security plan on Wednesday that would not provide a penny for Donald Trump’s border wall, ignoring — for now — an early-morning warning from the president that they’d be “wasting their time” if they don’t come up with wall money. The Democratic offer is just a starting point in House-Senate talks on border security funding that kicked off in a basement room in the Capitol. A top Democrat acknowledged that “everything is on the table,” including the border barriers demanded by Trump. Lawmakers on both sides flashed signs of flexibility, eager to demonstrate willingness to compromise in hopes of resolving the standoff with Trump that sparked the just-ended 35-day partial government shutdown. The high-stakes talks are taking place against the backdrop of another possible shutdown in mid-February — an outcome Trump’s GOP allies in the Senate are especially eager to avoid. But while Trump’s rhetoric has cooled, he’s proven to be an unpredictable force in the shutdown debate, often veering back to his original demands for the wall. Lawmakers negotiating the bill are well aware that he could move to quash an agreement at any time, plunging them back into crisis. Still, Trump’s request for $5.7 billion to build about 234 miles of barriers along the U.S. border with Mexico faces uphill odds. Even Trump’s GOP allies acknowledge he may only get a fraction of it. The Democratic plan includes new money for customs agents, scanners, aircraft and boats to police the border, and to provide humanitarian assistance for migrants. “Democrats are once again supporting strong border security as an essential component of homeland security. Border security, however, is more than physical barriers; and homeland security is more than border security,” said Rep. Lucille Roybal-Allard, Democrat, Calif. Senators revisited a bipartisan $1.6 billion proposal for 65 miles of fencing in the Rio Grande Valley in Texas that passed a key committee last year. The panel of old-school lawmakers from the powerful appropriations committees has ample expertise on homeland security issues, as many of them helped finance fence built over the years that stretches across much of the 1,954-mile border. “Because of the work we did years ago we’ve already built almost 700 miles of fencing on our nation’s border,” said Rep. David Price, Democrat, N.C. “Whatever the president may say it is far from an open border. Meanwhile, the number of undocumented immigrants crossing our border or attempting to cross remain not at alarming highs but at historic lows.” Republican allies of the president said there will have to be some money to meet Trump’s demands. But they also predict privately that the White House is eager to grab an agreement and declare victory — even if winning only a fraction of Trump’s request. “The components of border security are people, technology and a barrier. And everybody has voted for all three,” said Sen. John Hoeven, Republican, N.D. “To get to an agreement we’ve got to have all three in there.” But as talks on the homeland security budget open, Trump and Republicans are in a weakened position just 17 days before the government runs out of money again without a deal. Democrats won back the House in a midterm rout and prevailed over Trump in the shutdown battle. “Smart border security is not overly reliant on physical barriers,” House Appropriations Committee Chairwoman Nita Lowey, Democrat, N.Y., said as the session began. She said the Trump administration has failed to demonstrate that physical barriers are cost effective compared with better technology and more personnel. The comments at once served notice that Democrats weren’t ruling out financing physical structures, but would do so only on a limited basis. Sen. Richard Shelby, Republican,Ala., who chairs the Senate Appropriations Committee, said that while Republicans favor improved border security technology, “Smart technology alone does not actually stop anyone from crossing into the U.S. illegally.” Shelby said physical barriers are needed “not from coast to coast, but strategically placed where traffic is highest.” That echoed recent remarks by Trump as he’s retreated from his more strident comments from the 2016 presidential campaign. The president surrendered last Friday and agreed to reopen government for three weeks so negotiators can seek a border security deal, but with no commitments for wall funds. If negotiations on the 17-member panel falter, one option would be to enact another temporary government funding measure to replace the current one, which expires Feb. 15. Trump tweeted Wednesday morning, hours before the negotiators were to sit down for their first meeting, that the group of Republicans and Democrats is “Wasting their time!” if they aren’t “discussing or contemplating a Wall or Physical Barrier.” Prospects for broadening the scope of the talks to include broader immigration issues such as providing protection against deportation to “Dreamer” immigrants brought illegally to the country as children — or even must-do legislation to increase the government’s borrowing cap — appeared to be fading. “It’s just a matter of border security at this moment,” Democrat Lowey said. Belt buckles and beer: federal shutdown hits businesses hard
From power restaurants in Washington and a belt-buckle maker in Colorado to a brewery in California, businesses that count heavily on federal employees as customers are feeling the punishing effects of the government shutdown. In many cases, it’s forcing them to cut workers’ hours and buy less from suppliers — measures that could ripple through the larger U.S. economy. “It’s a fog with no end in sight,” Michael Northern, vice president of a company that owns three restaurants in the Huntsville, Alabama, area near a huge Army base that houses some 70 federal agencies, including NASA. He said business is down 35 percent. “People are just going home and nesting, trying to conserve resources.” Western Heritage Co. in Loveland, Colorado, which makes buckles for uniformed employees of the National Forest Service and other outdoor agencies, has seen sales plummet 85 percent this month and laid off 12 of its 13 workers. In the nation’s capital, Clyde’s Restaurant Group, which owns the Old Ebbitt Grill restaurant down the street from the White House and 10 other dining spots, reported a 20 percent drop in sales and is cutting hours for waiters and kitchen staff. So far, the broader economic impact of the shutdown is not clear — because, well, many agencies that compile such data are closed. The Labor Department, which is open, said Thursday that the number of people seeking unemployment benefits fell last week to the lowest level since 1969, a sign the job market is still strong. But most economists are forecasting slower growth in the first three months of this year. Analysts estimate gross domestic product shrinks 0.13 percentage points for each week the shutdown lasts. Those estimates reflect the loss of government spending and lost paychecks for federal employees. What is not known is how much the shutdown will reverberate through the rest of the economy. When waiters at restaurants that serve federal employees lose income, for example, will they also cut back spending? And will that then harm other companies? Among the hardest hit are the owners of restaurants, hotels and gift shops near federal agencies and national parks around the country. In Mariposa, California, just outside Yellowstone National Park, tourism has dropped sharply and most of the 6,000 county residents who work in the park have not been paid for a month. “For my business personally it’s been absolutely devastating,” said Hanna Wackerman, owner of the 1850 Restaurant and Brewing Company. “Usually January is a pretty busy month for us. With the new snow being in Yosemite, that tends to bring new tourists to the park.” Instead, business is down 80 percent, she said. Mike Lynch, owner of Western Heritage, saw online orders collapse almost immediately after the government shut down Dec. 22. The company sells buckles, keychains, commemorative coins and badges to employees of the Fish and Wildlife Service, the Forest Service, the Bureau of Land Management and other agencies. It also sells patches and some clothing. Most of the purchases are discretionary and customized. For example, if a BLM employee is retiring, co-workers might order a plaque from Lynch’s company. His online orders went from thousands of dollars a week before Christmas to just $78 in the first week of January. On Jan. 7, Lynch laid off nearly everyone, leaving one person to answer the phone “in case someone wants to buy something.” They were the first job cuts in the company’s 43-year history. With business so slow, Lynch isn’t ordering any of the bronze, silver or pewter he uses and isn’t replenishing other inventory. Larger companies are also affected, though it is typically easier for them to weather the impact. Airlines like Delta and Southwest, for example, are losing tens of millions of dollars in business, but that’s out of billions in revenue. David Moran, director of operations for Clyde’s, the restaurant chain in Washington, worries what will happen if the shutdown extends into February, when events like Valentine’s Day typically give a boost to business. “My fear is that it is getting worse, because people are getting panicky,” he said. President Donald Trump said he is postponing his State of the Union address until the partial government shutdown ends, yielding after a weeklong showdown with House Speaker Nancy Pelosi. Following a high-stakes game of dare and double-dare, Trump conceded Wednesday night that “no venue that can compete with the history, tradition and importance of the House Chamber.” He said he was not looking for an alternate option after Pelosi served notice earlier in the day that he wouldn’t be allowed to deliver the address to a joint session of Congress next week. Pelosi had taken the step after Trump said he planned to show up in spite of Democratic objections to the speech taking place with large swaths of the government shut down. Denied that grand venue, Trump promised to come up with some sort of alternative event. The White House scrambled to find a site matching the gravitas of the traditional address from the rostrum of the House to lawmakers from both parties, Supreme Court justices, invited guests and a television audience of millions. “As the Shutdown was going on, Nancy Pelosi asked me to give the State of the Union Address. I agreed,” Trump tweeted shortly after 11 p.m. EST. “She then changed her mind because of the Shutdown, suggesting a later date. This is her prerogative – I will do the Address when the Shutdown is over.” Pelosi said Thursday that she was thankful the president recognized it was “inappropriate” to hold the State of the Union during the government shutdown, adding “thank goodness we put that matter to rest.” Fireworks over the speech shot back and forth between the Capitol and the White House as the monthlong partial government shutdown showed no signs of ending and about 800,000 federal workers faced the prospect of going without their second paycheck in a row come Friday. Pelosi told Trump the House wouldn’t approve a resolution allowing him to address Congress until the shutdown ended. Trump shot back that Pelosi was afraid of hearing the truth. “I think that’s a great blotch on the incredible country that we all love,” Trump said earlier Wednesday. “It’s a great, great horrible mark.” The drama surrounding the State of the Union address began last week when Pelosi asked Trump to make other plans but stopped short of denying him the chamber for his address. Trump called her bluff Wednesday in a letter, saying he intended to come anyway. “It would be so very sad for our Country if the State of the Union were not delivered on time, on schedule, and very importantly, on location,” he wrote. Pelosi quickly squelched the speech, writing back that the House “will not consider a concurrent resolution authorizing the President’s State of the Union address in the House Chamber until government has opened.” The president cannot speak in front of a joint session of Congress without both chambers’ explicit permission. A resolution needs to be approved by both chambers specifying the date and time for receiving an address from the president. The gamesmanship unfolded as the Senate prepared to vote this week on dueling proposals on the shutdown. A Republican one would give Trump money for the wall while one from Democrats would re-open government through Feb. 8, with no wall money, giving bargainers time to talk about it. Both proposals were likely to fail to reach the 60-vote threshold needed in the Senate, where Republicans hold a 53-47 majority. As well, House Democrats were putting forward a new proposal, aiming to lure Trump away from his demand for a border wall by offering billions of new dollars for other border security measures. The Constitution states only that the president “shall from time to time give to the Congress Information of the State of the Union,” meaning the president can speak anywhere he chooses or give his update in writing. The address has been delayed before. Ronald Reagan’s 1986 State of the Union address was postponed after the Challenger space shuttle exploded in flight on Jan. 28 of that year. But there is no precedent for a State of the Union invitation being rescinded. Presidents Harry Truman, Dwight Eisenhower and Jimmy Carter issued their final messages in print. As Eisenhower recovered from a heart attack in 1956, he prepared a seven-minute, filmed summary of the message from his retreat in Key West, Florida, that was broadcast nationwide. Richard Nixon sent a printed message in 1973; his staff said an oral message would have come too soon after his second inaugural address. White House officials had been working on a backup plan to have Trump give the speech somewhere else if Democrats blocked access to the House chamber. Nevertheless, they were rattled by Pelosi’s move Wednesday and expressed concern it would further sour shutdown negotiations. Pelosi said that when she extended her Jan. 3 invitation to Trump to deliver the State of the Union address on Jan. 29, there was no thought that the government would still be shut down.
