Former Congressman Jo Bonner appointed senior adviser to Gov. Kay Ivey

With more than a decade of experience in politics as a former Member of the U.S. House of Representatives, Republican Jo Bonner is returning to the public sector. On Friday, Gov. Kay Ivey announced that Bonner would be joining her staff as her as Senior Adviser. “Jo will bring a wealth of knowledge on a variety of topics to the office, and I look forward to getting his input as we move into a full term,” Ivey said of the former six-term U.S. Congressman. For the past year, Bonner served as Interim Executive Director for the Tuscaloosa County Industrial Development Authority and prior to that as Vice Chancellor for Economic Development for The University of Alabama System. Prior to that, Bonner represented Alabama’s First District in the U.S. House of Representatives, being elected to six terms. In Congress, Bonner earned a reputation as a respected and influential voice of reason in both Alabama and Washington, D.C. He was a member of the House Appropriations Committee, where he served on three key subcommittees, as well as the House Ethics Committee. Widely respected on both sides of the aisle, Bonner was selected by House Speaker John Boehner to serve as chairman of the House Ethics Committee in the 112th Congress. “One of my greatest passions is serving the people of Alabama, and I am honored to once again have the opportunity to do so,” Bonner said. “I appreciate Governor Ivey for asking me to serve as part of her administration and for her confidence in me. I look forward to working with my long-time friend to better Alabama for generations to come.” Ivey also announced the appointment of Acting Finance Director Kelly Butler as her Finance Director on Friday. Since August 2018, Butler has served as Acting Director of the Alabama Department of Finance. Butler has more than two decades of experience working with the state’s budgets and more than three decades experience as a fiscal analyst with the state. Prior to being named Acting Finance Director, Butler served as Assistant Finance Director for Fiscal Operations and State Budget Officer. “Kelly’s experience with our state’s budgets and as a fiscal analyst makes him an unmatched candidate for Finance Director, his dedication and skill will be invaluable as we build Alabama’s budgets over the next four years,” affirmed Ivey. “It is a true honor to serve the people of Alabama and to be asked to lead the Alabama Department of Finance on a permanent basis,” Butler said of his appointment. “We have made a lot of progress over the past three months, and I look forward to continue working on that progress and improving the services provided by the Department of Finance over the next four years.” “These two outstanding public servants are great additions to my administration and will work hard for the people of Alabama… I appreciate both of them for agreeing to serve my administration and the people of Alabama,” Ivey added. House Cmte approves bill authorizing gubernatorial appointments, eliminating special Senate elections

A bill intended to save taxpayers the cost of another special election should a vacancy occur in the U.S. Senate, passed an Alabama House Committee Wednesday morning. The House Constitution, Campaigns and Elections Committee approved HB17 by voice vote. If passed by the Legislature, the bill would allow the governor to appoint an temporary replacement to a vacant Senate seat, followed by an election that would coincide with the next general election occurring more than one year after the vacancy occurs. The state holds general elections every two years. “What this bill simply does is set any U.S. Senate vacancies for regularly scheduled elections every two years,” the bill’s sponsor Ozark-Republican State Rep. Steve Clouse said before the Committee vote. The bill would amend Section 36-9-7 of, and to repeal Section 10 36-9-8 of, the Code of Alabama 1975. Under current law, when a vacancy in the U.S. Senate occurs the governor appoints an interim replacement and then schedules a special election. It comes in the wake of the 2017’s controversial scheduling of a special election after former Sen. Jeff Sessions vacated the seat to become U.S. attorney general. HB17 now moves to the full House for further consideration.
Robert Bentley announces members of Alabama Advisory Council on Gaming

Gov. Robert Bentley on Friday announced the appointments for his newly-created Alabama Advisory Council on Gaming. Bentley’s appointments come three weeks after he announced the formation of the council earlier this month by signing Executive Order Number 24. The Council has been tasked with examining both state and local laws on gambling, taxes generated, and evaluate the best practices on gambling in other states, as well as compare Alabama to federal legislation governing gaming. “I am looking forward to the recommendations presented by this 11 person Advisory Council,” Governor Bentley said in a news release. “In recent years, a considerable amount of time and resources have been spent debating gaming in Alabama; however I am hopeful this group will present some new ideas or solutions that can help resolve this ongoing dispute and provide a clear direction going forward.” Finance Director Clinton Carter has been named chairman of the Advisory Council by the Governor’s Office. Robert Bentley makes appointments to boards, councils, task forces

While it may only be the first full week of October, it’s already shaping up to be quite the busy month for the Governor’s office as Governor Robert Bentley has recently made 29 appointments to 14 different boards. ABC Board: The ABC Board controls alcoholic beverages through distribution, licensing, and enforcement. Dr. Michael Ingram Health Care Data Advisory Council: assists the Alabama Department of Public Health (ADPH) Healthcare Associated Infection (HAI) Program in developing regulations and standards necessary to implement the provisions of this act. Elliot Lipinsky Healthcare Improvement Task Force: This task force address options to improve the health of Alabamians, including strategies to have more-accessible and more-affordable health care in the state. Tom Miller Neeysa Biddle Ron Franks Alabama Workforce Council: This council advises and supports the state Board of Education, two-year colleges and four-year colleges and universities. Donald Jones State Board of Veterans’ Affairs: Oversees the Alabama Department of Veterans Affairs. Col. Patrick Downing Major Jeffery Brown Rehabilitation Council: the council advises the Alabama Department of Rehabilitation Services on a number of issues related to vocational rehabilitation services. Water Authority Jimmy Trice Ray Selman Robotics Technology Park Executive Board: oversees the park’s mission is to provide a technically trained, highly skilled, and educated workforce for automation and robotics, to assist public and private entities in developing new robotics systems and technologies, and to promote the creation, growth, or expansion of companies through innovative technology solutions. David Lowell St. John Robert K. Glenn James T. Bolte Angie Garrett Alabama School of Math and Science: oversees the school, which is the state’s only fully public and residential high school for sophomores, juniors, and seniors seeking advanced studies in math, science, and the humanities. Mike Jenkins Physical Therapy Board: the board is a licensing and disciplinary agency whose mission is to protect the public from unauthorized, unqualified, and improper physical therapy practitioners. Graham Champion Board for Registered Interior Designers: the board licenses and regulates qualified individuals to practice as registered interior designers in the state of Alabama. Don Bowden Lisa Sheppard Board of Hearing Instrument Dealers: responsible for regulating the professions of hearing aid dispensers. Dr. Rick Love Stephen Michael David Morrow Janice Combs Cleburne County Coroner: responsible for determining causes of death and whether further investigation is needed in the case of accidents or people found dead within the county. Tracy Lambert Human Resources Task Force: analyze ways to improve the delivery of services by Department of Human Resources and shall examine and analyze the state laws, practices, policies, and procedures of DHR relating to the reporting and response to child abuse.
